(2) Ensure that their uniforms <strong>and</strong> insignia conform with this regulation.<br />

c. All <strong>of</strong>ficers will procure <strong>and</strong> maintain the uniforms <strong>and</strong> accessories appropriate to their assigned duties. Appendix<br />

C lists the minimum quantities <strong>of</strong> uniforms <strong>and</strong> other items normally prescribed by comm<strong>and</strong>ers for <strong>of</strong>ficers. (Note<br />

exceptions for <strong>of</strong>ficers on extended active duty for less than 6 months.) Officers are responsible for ensuring that their<br />

uniforms <strong>and</strong> insignia conform to specifications in this regulation.<br />

2–8. Operation <strong>of</strong> the Uniform Quality Control Program<br />

a. The program executive <strong>of</strong>ficer (Program Executive Office (PEO) Soldier) <strong>and</strong> project manager (Soldier Protection<br />

<strong>and</strong> Individual Equipment), in conjunction with the U.S. <strong>Army</strong> Natick Soldier Research, Development <strong>and</strong> Engineering<br />

Center (NSRDEC), will oversee UQCP operations <strong>and</strong> will execute the following tasks:<br />

(1) Prepare <strong>and</strong> maintain military specifications, purchase descriptions, <strong>and</strong> master patterns for optional uniform<br />

items, as prescribed by the <strong>Army</strong> Uniform Board <strong>and</strong> approved by the Chief <strong>of</strong> Staff, <strong>Army</strong>.<br />

(2) Publish <strong>and</strong> disseminate periodic bulletins to industry that provide guidance <strong>and</strong> information regarding changes<br />

in military specifications, testing <strong>and</strong> certification requirements, uniform regulations, or adoption <strong>of</strong> new optional<br />

uniform items.<br />

(3) Furnish specifications, purchase descriptions, master patterns, shade st<strong>and</strong>ards, <strong>and</strong> other information about<br />

optional uniforms to industry when required.<br />

(4) Receive <strong>and</strong> examine laboratory test reports, manufacturer certifications, <strong>and</strong> samples from commercial manufacturers,<br />

custom tailors, military tailors, <strong>and</strong> other suppliers <strong>of</strong> optional uniform items, as required. Require manufacturers<br />

to provide requested laboratory test reports, manufacturer certifications, <strong>and</strong> samples <strong>of</strong> optional uniform items at no<br />

cost to the <strong>Army</strong>.<br />

(5) Issue certificates <strong>of</strong> authority to manufacturers whose samples meet or exceed st<strong>and</strong>ards established by specifications<br />

<strong>of</strong> purchase descriptions. Certificates will be supplemented by documents showing the specific optional uniform<br />

items that the manufacturer is authorized to produce. Provide a list <strong>of</strong> certified manufacturers <strong>and</strong> products that will be<br />

furnished to the AAFES <strong>and</strong> included on appropriate <strong>Army</strong> Web sites. Revoke or suspend certificates when the<br />

certificate holder has violated any <strong>of</strong> the expressed conditions under which the certification was granted, as determined<br />

by PEO Soldier.<br />

(6) Conduct inspections <strong>and</strong> otherwise monitor manufacturers for compliance with certificate terms <strong>and</strong> conditions.<br />

Review optional uniform items to verify compliance with, or appropriate exemption/waiver from, applicable domestic<br />

source requirements as set forth in 10 USC 2533a.<br />

b. The UQCP will be monitored overseas as follows: OCONUS <strong>Army</strong> service component comm<strong>and</strong> (ASCC) will<br />

establish a service POC who will inturn direct local textile <strong>and</strong> uniform producers desiring to sell optional uniform<br />

items to Soldiers within the theater to PEO Soldier, project manager (Soldier Protection <strong>and</strong> Individual Equipment), or<br />

to NSRDEC for follow-on coordination.<br />

c. Manufacturers <strong>and</strong> suppliers <strong>of</strong> optional uniform items will—<br />

(1) Obtain certification required under the UQCP from NSRDEC or project manager (Soldier Protection <strong>and</strong><br />

Individual Equipment) before manufacturing any optional uniform items for sale.<br />

(2) Affix a label with the following information certifying the optional uniform items were manufactured in<br />

accordance with the UQCP prior to <strong>of</strong>fering the items for sale: This garment is warranted to meet or exceed the<br />

st<strong>and</strong>ards <strong>of</strong> specification number . . . <strong>and</strong> was produced under certificate number . . . from basic material warranted by<br />

the manufacturer as having been produced in accordance with the sample under current certification. This item is not<br />

authorized for turn-in to central issue facilities.<br />

(3) Familiarize themselves with <strong>Army</strong> specifications, purchase descriptions, testing/certification requirements, shade<br />

st<strong>and</strong>ards, <strong>and</strong> other pertinent information for optional uniform items, <strong>and</strong> submit required samples <strong>and</strong> information to<br />

NSRDEC or project manager (Soldier Protection <strong>and</strong> Individual Equipment) for approval.<br />

(4) Comply with all terms <strong>of</strong> the certification. Certificates may be revoked or suspended if the certificate holder has<br />

violated any <strong>of</strong> the expressed conditions <strong>of</strong> the certification.<br />

Part Two<br />

Utility <strong>and</strong> Selected Organization <strong>Uniforms</strong><br />

Chapter 3<br />

Temperate, Hot-Weather, <strong>and</strong> Enhanced Hot-Weather Battle Dress <strong>Uniforms</strong><br />

3–1. Authorization for wear<br />

The temperate, hot-weather, <strong>and</strong> enhanced hot-weather battle dress uniforms (BDUs) are authorized for year-round<br />

wear by all personnel when prescribed by the comm<strong>and</strong>er. (See figs 3–1 <strong>and</strong> 3–2.)<br />
