Reforms successfully engendered competition within rail cargo transport. Private
operators increased their share of cargo volume transported to 55 percent by end-
2009, from only 34 percent in 2003 (Figure 9). By end-2009, private operators’
market share in ton-kilometers had risen to 32 percent from only 4 percent in
2003 (Figure 10). Significant private operators include CT Logistics Group, PTK
Holding, and PCC Rail Szczakowa. Substantial international competition also
entered the market as Poland joined the EU.
