Case Study: Polish <strong><strong>Rail</strong>way</strong>s<br />

<strong>Re<strong>for</strong>m</strong>s successfully engendered competition within rail cargo transport. Private<br />

operators increased their share of cargo volume transported to 55 percent by end-<br />

2009, from only 34 percent in 2003 (Figure 9). By end-2009, private operators’<br />

market share in ton-kilometers had risen to 32 percent from only 4 percent in<br />

2003 (Figure 10). Significant private operators include CT Logistics Group, PTK<br />

Holding, and PCC <strong>Rail</strong> Szczakowa. Substantial international competition also<br />

entered the market as Poland joined the EU.<br />
