Module Rationale<br />

Provide a rationale for the introduction of the module <strong>and</strong> specify for which programme(s) of study the module<br />

is designed <strong>and</strong> whether it will be offered as a core, compulsory or option module. If the programme(s)<br />

concerned comprise of a number of dedicated pathways / routes the status of the module on each should also<br />

be made clear.<br />

This is an elective module. In any MPA programme, issues of leadership <strong>and</strong> strategy are considered very important in the<br />

expected overall curriculum content. In many countries, leadership roles are increasingly being emphasised for public managers.<br />

At sub-national level in public authorities, in functional agencies such as health care <strong>and</strong> policing, discrete organisational strategy<br />

(i.e., independently of national government policy) is increasingly articulated as a management tool. Modules addressing these<br />

issues are therefore especially useful for MPA students.<br />

Because its content is specific to public sector management, there are no plans for this module to be available to students on<br />

programmes other than the MPA.<br />
