Improve the Tools: Access, Sense, Assess<br />
5.1. Introduction<br />
The second “how” in the Task Force’s assessment, illustrated in Figure 5‐1, addresses the “tool<br />
box” to support proliferation <strong>monitoring</strong> and verification. Figure 5‐1 conveys the three<br />
principal areas for effective <strong>monitoring</strong>, each of which is in need of improvement:<br />
• Access—global in a range of possible environments;<br />
• Sensing—through radiation detection, post‐event collection and analysis, and<br />
application of new modalities;<br />
• Assessment—involving exploitation of massive and disparate data sources.<br />
Further, as illustrated in Figure 5‐1 and discussed earlier in Chapter 1, integration and iteration<br />
of <strong>monitoring</strong> results, within and across the full scope of <strong>monitoring</strong> environments, will be<br />
required if <strong>monitoring</strong> is to support verification.<br />
