should make maximum use of existing capabilities in ranges, equipment, and development<br />

programs (both hardware and software) that already exist. It is the integration and application<br />

of such capabilities to the “paradigm shift” in <strong>monitoring</strong> that is important for learning and<br />

making progress in addressing the proliferation problem. In fact, the Task Force believes that<br />

its “get started” plan can be undertaken without substantial new investment outside of<br />

intellectual capital. To that end, the Task Force recommends that:<br />

• DoD/DTRA, in partnership with DOE/NNSA and the IC, develop a comprehensive “iterate<br />

and adapt” national testing capability which:<br />

o Provides a focal point for planning, iterating/adapting, and operating the system<br />

of systems;<br />

o Helps integrate technically disparate and organizationally disaggregated<br />

activities.<br />

• The testing capability should include the following elements:<br />

o Red and blue teaming, in multiple forms, to include engagement of allies in<br />

various red and blue roles;<br />

o Realistic physical and virtual environments;<br />

o White Team (as recommended in Chapter 4); i.e., a strong analytical component<br />

to assess the implications of test results and feedback into the cycle needed<br />

changes/improvements.<br />

o Support from DOE, working with NCPC, to rebuild a national nuclear threat<br />

technical assessment capability, principally but not exclusively with the National<br />

Labs, that anticipates “nth group” designs, effects, employment and deployment<br />

approaches and observables.<br />
