<strong>Technology</strong> Plann<strong>in</strong>g Function<br />

From Practice: IP <strong>Management</strong> <strong>in</strong> <strong>Japan</strong>ese Companies 379<br />

With respect to advanced technology development activities, accumulat<strong>in</strong>g <strong>in</strong>formation<br />

from the st<strong>and</strong>po<strong>in</strong>t <strong>of</strong> IP, <strong>and</strong> identify<strong>in</strong>g ideas for technology development<br />

directions, themes, technical subjects, <strong>and</strong> technology approaches. Hav<strong>in</strong>g<br />

the function <strong>of</strong> execut<strong>in</strong>g technology plans from the perspective <strong>of</strong> patent characteristics<br />

relat<strong>in</strong>g to the technology concerned (application trends, degree <strong>of</strong> control<br />

by other advanced companies, map density or open territory, etc.). Hav<strong>in</strong>g the role<br />

<strong>of</strong> navigator or pilot to sort out the organized knowledge <strong>in</strong> the world <strong>and</strong> then<br />

elicit technology (implicit knowledge) creation activities <strong>in</strong> the company.<br />

IP Plann<strong>in</strong>g Function<br />

This is the more precise mission <strong>of</strong> the “patent technology function” <strong>in</strong> item A)<br />

above, <strong>and</strong> it <strong>in</strong>volves enter<strong>in</strong>g provid<strong>in</strong>g support for the task <strong>of</strong> express<strong>in</strong>g <strong>in</strong>dividual<br />

technologies (tacit knowledge). At the same time, it strives to identify technical<br />

concepts <strong>and</strong> build a specification request scope, without be<strong>in</strong>g particular<br />

about <strong>in</strong>dividual technologies (regarded as practical applications or peripheral).<br />

This function aims to draw out universal concepts that <strong>in</strong>dicate the essence <strong>of</strong> the<br />

technology from <strong>in</strong>dividual technology examples, through dialog with technology<br />

specialists, op<strong>in</strong>ion exchange, <strong>and</strong> revision. As an analogy, you can th<strong>in</strong>k <strong>of</strong> it like<br />

the role <strong>of</strong> Socrates’ use <strong>of</strong> conversations <strong>in</strong> the discovery <strong>of</strong> truths (later arranged<br />

by Hegel’s dialectic as “thesis – antithesis – synthesis”). The ma<strong>in</strong> po<strong>in</strong>t is that the<br />

IP manager identifies the essential technological value through repeated opposition<br />

<strong>and</strong> questions, rather than simply accept<strong>in</strong>g the claims <strong>of</strong> the technology specialists.<br />

IP managers are like the obstetricians <strong>of</strong> knowledge.<br />

Bus<strong>in</strong>ess Plann<strong>in</strong>g Function<br />

This function <strong>in</strong>volves stay<strong>in</strong>g focused on the future <strong>of</strong> the bus<strong>in</strong>ess, <strong>and</strong> draft<strong>in</strong>g<br />

strategy to obta<strong>in</strong> patents (patent networks) that support the bus<strong>in</strong>ess strategy.<br />

These are not merely the patents that can be obta<strong>in</strong>ed from the company’s technology,<br />

but <strong>in</strong>clude the obta<strong>in</strong><strong>in</strong>g <strong>of</strong> patents necessary to succeed <strong>in</strong> the competitive<br />

environment. There are various methods to strengthen the company’s bus<strong>in</strong>ess<br />

position <strong>in</strong>clud<strong>in</strong>g obta<strong>in</strong><strong>in</strong>g patents that restrict the bus<strong>in</strong>ess freedom <strong>of</strong> other<br />

companies, <strong>in</strong>troduc<strong>in</strong>g patents from advanced patent holders, <strong>and</strong> elim<strong>in</strong>at<strong>in</strong>g the<br />

patents <strong>of</strong> other companies. In order to fulfill this function, the IP manager must<br />

carry out reliable bus<strong>in</strong>ess plann<strong>in</strong>g from the perspective <strong>of</strong> IP <strong>in</strong> order to<br />

strengthen the bus<strong>in</strong>ess through IP, while be<strong>in</strong>g thoroughly familiar with the bus<strong>in</strong>ess<br />

environment beyond the level <strong>of</strong> a technology specialist.<br />

The above are the IP plann<strong>in</strong>g functions for high added value, <strong>in</strong> addition to<br />

ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g the conventional functions <strong>of</strong> the IP department.
