Operations in Fiscal Year 1969<br />

1. Summary<br />

In fiscal 1969 the <strong>National</strong> <strong>Labor</strong> <strong>Relations</strong> <strong>Board</strong> received<br />

31,303 cases, a record number for the Agency, as were the totals<br />

for almost each year in the prior decade. The year's intake included<br />

18,651 unfair labor practice cases, 59.6 percent of the<br />

total, and 12,107 representation petitions, 38.7 percent. The remaining<br />

1.7 percent included union-shop deauthorization petitions<br />

(0.5 percent) , amendments to certification petitions (0.4<br />

percent), and unit clarification petitions (0.8 percent). (See<br />

chart 1.)<br />

Another record was made by the Agency in its 1969 closing of<br />

31,597 cases. Of those, 18,939 were unfair labor practice cases,<br />

and 12,658 applied to employee representation. (See tables 7, 8,<br />

9, and 10, which give statistics on stage and method of closing<br />

by type of case.)<br />

Regarding administration of the <strong>National</strong> <strong>Labor</strong> <strong>Relations</strong><br />

Act, the caseload submitted to the NLRB is a tremendous task.<br />

However, at the 31 NLRB regional offices the great bulk of cases<br />

are closed.<br />

In fiscal 1969 slightly more than 91.9 percent of the 18,939<br />

unfair labor practice cases were closed by the regional offices,<br />

without need of formal decisions. Actions at the regional offices<br />

included 24.9 percent of the cases settled or adjusted voluntarily<br />

by the parties ; 36 percent withdrawn voluntarily by the charging<br />

parties ; and 31 percent dismissed administratively. About 2.4<br />

percent were disposed of by other means prior to <strong>Board</strong> aj udication.<br />

The result was that 5.7 percent went to the <strong>Board</strong> as<br />

contested cases. (See chart 3.)<br />

During the year the Agency conducted 8,083 secret ballot<br />

elections of all types. Indicating acceptance by labor and management<br />

of the principle of secret ballot elections in deciding<br />

representation questions, 79 percent of the elections were arranged<br />

by agreement of the parties as to appropriate unit and<br />

date and place of election.<br />
