statement. In fiscal 1968, about 66 percent of the employees<br />
offered reinstatement accepted.<br />
Work stoppages ended in 270 of the cases closed. Collective<br />
bargaining was begun in 1,388 cases. (See table 4.)<br />
b. Representation Cases<br />
In fiscal 1969 the NLRB received 12,652 representation petitions,<br />
which included 11,338 collective-bargaining cases ; 769 decertification<br />
petitions ; 173 union-shop deauthorization petitions ;<br />
134 petitions for amendment of certification ; and 238 petitions<br />
for unit clarification. The NLRB's total representation intake<br />
was about 2 percent, or 237 cases, below the 12,889 of fiscal 1968.<br />
There were 12,658 cases closed in fiscal 1969, about 2 percent<br />
below the 12,973 closed in fiscal 1968. Cases closed in 1969 included<br />
11,350 collective-bargaining petitions, 766 petitions for<br />
elections to determine whether unions should be decertified, 170<br />
petitions for employees to decide whether unions should retain<br />
authority to make union-shop agreements with employers, and<br />
372 unit clarification and amendment of certification petitions.<br />

There were 12,286 representation and union-deauthorization<br />
cases closed in fiscal 1969. About 68 percent, or 8,293 cases,<br />
were closed after elections. There were 2,968 withdrawals, 24<br />
percent of the total number of cases, and 1,025 dismissals.<br />
Of the 8,293 cases closed, 6,579, or 79 percent (78 percent in<br />
1968), were conducted under election agreements.<br />
NLRB regional directors ordered elections following hearings<br />
in 1,587 cases, or 19 percent of those closed by elections. There<br />
were 39 cases which resulted in expedited elections pursuant to<br />
the 8(b) (7) (C) provisions pertaining to picketing. <strong>Board</strong><br />
elections in 88 cases, about 1 percent of election closures, followed<br />
appeals or transfers from regional offices. (See table 10.)<br />
c. Elections<br />
There were 8,083 elections in cases closed in fiscal 1969. Of<br />
those, 7,700 (95 percent) were collective-bargaining elections.<br />
(See chart 12.) During the year there also were 293 elections<br />
conducted to determine whether incumbent unions would continue<br />
to represent employees, and 90 elections to decide whether<br />
unions would continue to have authority to make union-shop<br />
agreements with employers.<br />
