Mauritania, Libya, Oman, <strong>and</strong> Yemen are also unlikely to reach Target 10.<br />

Thus far <strong>the</strong>y have not succeeded in significantly improving <strong>the</strong> access of<br />

<strong>the</strong>ir population to safe drinking water (see Figure 16). Mauritania, Libya,<br />

<strong>and</strong> Oman have <strong>the</strong>refore been classified “top-priority countries” by<br />

UNDP (2003a). The situation in Iraq is probably very similar.<br />

The data available on Iran, Kuwait, Saudi Arabia, <strong>and</strong> <strong>the</strong> UAE are too<br />

sparse to permit any assessment of trends in <strong>the</strong> improvements of access to<br />

water since 1990.The second indicator for Target 10 is <strong>the</strong> share of households<br />

with sustainable access to sanitation. The goal is to halve <strong>the</strong> proportion<br />

of people who do not have improved sanitation in <strong>the</strong>ir houses.<br />

Saudi-Arabia, Lebanon, Egypt, <strong>and</strong> Jordan have already reached this goal.<br />

In Saudi-Arabia <strong>and</strong> Lebanon, according to international statistics, all inhabitants<br />

have access to sanitary facilities, <strong>and</strong> Egypt <strong>and</strong> Jordan have<br />

German <strong>Development</strong> Institute
