Many observers confirm <strong>the</strong> impression that <strong>the</strong> population of <strong>the</strong> MENA<br />

countries is largely unfamiliar with <strong>the</strong> MDGs. In contrast to o<strong>the</strong>r development-related<br />

issues such as e.g. <strong>the</strong> EUROMED free-trade area, <strong>the</strong><br />

MDGs play as good as no role in <strong>the</strong> public debate. 5 The Palestinian Authority<br />

is even reported to have openly expressed its disinterest in a debate<br />

over <strong>the</strong> MDGs. Even scientists <strong>and</strong> NGOs actively concerned with MDGrelevant<br />

issues (such as health, social welfare, microcredits, or women’s<br />

empowerment) have yet to hear anything about <strong>the</strong> MDGs. The same goes<br />

even for many ministerial officials <strong>and</strong> – above all – politicians at <strong>the</strong> municipal<br />

or province level (GTZ/ KfW 2005c, 2). While leading government<br />

officials are of course familiar with <strong>the</strong> MDGs, <strong>the</strong>y are for <strong>the</strong> most part<br />

only superficially informed about <strong>the</strong> background <strong>and</strong> details of <strong>the</strong> MDG<br />

agenda. Indeed, in <strong>the</strong>se circles more time is devoted to discussions on <strong>the</strong><br />

Arab Human <strong>Development</strong> Reports. 6<br />

NGOs in <strong>the</strong> MENA region mainly blame <strong>the</strong> information policy of <strong>the</strong> region’s<br />

governments for this state of affairs (ANND 2004; Farag 2004;<br />

WFUNA / NSI 2004, 10 ff.). They also complain about being excluded<br />

just about everywhere from participation in preparing national MDG reports.<br />

In some countries <strong>the</strong>y learned only from third-party about <strong>the</strong> findings<br />

of <strong>the</strong>se reports. In fact, though, UNDP (2003) recommends that<br />

made by <strong>the</strong> king, six speeches by <strong>the</strong> foreign minister, four speeches by <strong>the</strong> health minister,<br />

three were international declarations, <strong>and</strong> two were foreign ministry press releases.<br />

goals’: (“millennium development goals” site:.eg) <strong>and</strong> (“millennium development<br />

goals” site:.jo). For Jordan <strong>the</strong> search found 31 sites – without any doubles –<br />

that could still be accessed. Thirty of <strong>the</strong>m mentioned <strong>the</strong> MDGs only in passing. One<br />

site dealt explicitly with <strong>the</strong> MDGs.<br />

But <strong>the</strong>se combinations did turn up 93 hits on Egyptian websites – without any doubles<br />

on one site. Although 61 of <strong>the</strong>se pages dealt with <strong>the</strong> MDGs only in passing, 28 of<br />

<strong>the</strong>m were centrally located <strong>and</strong> dealt with <strong>the</strong>m relatively intensively. 13 of <strong>the</strong>se pages<br />

were in <strong>the</strong> government domain, 8 on <strong>the</strong> UNDP website, three with o<strong>the</strong>r UN organizations,<br />

six with Al-Ahram Weekly, <strong>and</strong> two with <strong>the</strong> Economic Research Forum for <strong>the</strong><br />

Arab Countries, Iran <strong>and</strong> Turkey.<br />

In talks with various scientists from <strong>the</strong> region, <strong>the</strong> author also found that many of<br />
