sult from a cross-cutting project-support concept, how a structure-building<br />
impact may be achieved through concentration, <strong>and</strong> whe<strong>the</strong>r <strong>and</strong> to what<br />
extent German DC has managed to intensify <strong>the</strong> sectoral dialogue (Rodenberg<br />
2001, 1).<br />
A BMZ guideline of October 2000 8 on <strong>the</strong> preparation of PSPs fur<strong>the</strong>rmore<br />
points out that <strong>the</strong> papers are expected to illustrate whe<strong>the</strong>r <strong>and</strong> to<br />
what extent <strong>the</strong> measures taken in a given priority sector contribute to<br />
reaching <strong>the</strong> goals of German DC. Since April 2001, when <strong>the</strong> German<br />
government adopted its Program of Action 2015, <strong>the</strong> chief priority sector<br />
has been poverty reduction (based on a broad underst<strong>and</strong>ing of poverty).<br />
There are, under <strong>the</strong> umbrella defined by <strong>the</strong> overarching goal, o<strong>the</strong>r goals,<br />
including social <strong>and</strong> economic development (pro-poor growth, social equity,<br />
decent living conditions), political development (stability, peace, human<br />
rights, democracy), ecological development (environmental <strong>and</strong> resource<br />
protection), <strong>and</strong> <strong>the</strong> cross-cutting tasks of participation, gender<br />
equality, <strong>and</strong> sustainability (Rodenberg 2001, 2).<br />
The present study examined <strong>the</strong> BMZ’s MENA country concepts <strong>and</strong><br />
PSPs with a view to determining whe<strong>the</strong>r <strong>and</strong> to what extent <strong>the</strong>y outline<br />
<strong>the</strong> engagement of German DC for <strong>the</strong> global goal of poverty reduction<br />
with specific reference to <strong>the</strong> concrete contributions it is providing toward<br />
reaching <strong>the</strong> individual MDGs. The strategy papers have in this connection<br />
been examined with a view to <strong>the</strong>ir relation to <strong>the</strong> questions listed in<br />
Overview 9; in o<strong>the</strong>r words, all strategy papers were expected to provide<br />
answers to <strong>the</strong>se questions. There is no o<strong>the</strong>r place where German DC outlines<br />
more concretely <strong>and</strong> in more detail <strong>the</strong> contributions it is providing to<br />
help implement <strong>the</strong> MDG agenda in its partner countries (BMZ 2005a).<br />
In analyzing <strong>the</strong> available strategy papers 9 , it was noted that <strong>the</strong> goals <strong>and</strong><br />
approaches of German DC are broadly congruent with <strong>the</strong> MDG agenda<br />
<strong>and</strong> that <strong>the</strong> measures that German DC promotes in <strong>the</strong> MENA region may<br />
in fact contribute to its implementation, which is, however, not sufficiently<br />
documented. On <strong>the</strong> o<strong>the</strong>r h<strong>and</strong>, <strong>the</strong> partner countries, which bear <strong>the</strong> main<br />
responsibility here, should also provide documentation on <strong>the</strong> measures<br />
<strong>the</strong>y have taken to reach <strong>the</strong> MDGs, <strong>and</strong> which may be supported by DC.<br />
