to 3.5 % of GDP, in Latin America <strong>and</strong> <strong>the</strong> Caribbean 2.7 %, in <strong>East</strong> Asia<br />

<strong>and</strong> <strong>the</strong> Pacific 2.6 %, <strong>and</strong> in South Asia 2.4 % – while <strong>the</strong> corresponding<br />

figure for <strong>the</strong> MENA is no higher than 0.6 % (UNDP 2004a). In fact, FDI<br />

to MENA countries has even declined since 1990. The level of FDI is especially<br />

low in <strong>the</strong> Gulf states, Yemen, <strong>the</strong> Palestinian Territories, <strong>and</strong><br />

Libya. In <strong>the</strong>se countries it accounts for less <strong>the</strong>n 0.1 % of GDP, <strong>and</strong> it<br />

<strong>the</strong>refore not presented in <strong>the</strong> diagram. On <strong>the</strong> o<strong>the</strong>r h<strong>and</strong>, Tunisia has attracted<br />

remarkably high levels of FDI, with figures rising from 0.6 % of<br />

GDP in 1990 to 3.8 % in 2001. In contrast to <strong>the</strong> regional trend, FDI has<br />

also risen in Syria, Morocco, Mauritania, <strong>and</strong> Lebanon (see Figure 19).<br />

Good governance<br />

The “Road Map Towards <strong>the</strong> Implementation of <strong>the</strong> United Nations <strong>Millennium</strong><br />

Declaration” (UN 2001) points out explicitly that Target 12 also<br />

implies a commitment to good governance both, at <strong>the</strong> national <strong>and</strong> at <strong>the</strong><br />
