• This workshop, held in March2009, clarified the differencebetween reference emissionslevel (REL) and referencelevels (RL).• SBSTA further requested thesecretariat to prepare andmake available a technical paper, for consideration at its 30th session,on: cost of implementing methodologiesand monitoring systems relatedREL - referenceto estimates of emissions fromemissions level, thedeforestation and forest degradationamount of gross emissions assessment of carbon stocks and GHGfrom a geographicalemissions from changes in forest coverarea estimated within a enhancement of forest carbon stocks.reference time period • A technical paper, 34 presented in theRL - reference level, June 2009 session, was prepared by thethe amount of net/gross secretariat that identified the points statedemissions and removals above. It also illustrated elements thatfrom a geographicaldeveloping countries may need to takearea estimated within ainto account when developing a nationalreference time periodmonitoring system.• Before the Bonn Climate Talks in 2009,several Parties and observers made official submissions on REDD+.These mentioned the need to ensure that the interests and concerns ofindigenous peoples and local communities are considered in REDD. Theyexplicitly mentioned respect for the rights of indigenous peoples andlocal communities, including the right to FPIC. This is the reason why thetext on REDD+, which was presented in the August 2009 Bonn InformalIntersessional Consultations, occupied 20of the 199-page Negotiating Text.• AWG-KP - a Sub-Working Group on REDDwas established in the informal meetingin Bonn (August 2009) to make furtherprogress in the negotiations. It is taskedto work on the final language on REDDwhich will be presented at COP15. ThisSub-Working Group is chaired by thePhilippines. The Chair reorganized thesection on REDD, without removing anytext from the original negotiating text.
