2What is the AWG-LCA andthe AWG-KP?• AWG-LCA - Ad Hoc Working Group on Long-Term Cooperative Action isa subsidiary body under the Convention established by the BAP andmandated to discuss the “building blocks” of shared vision, mitigation,adaptation, finance and investment, and technology transfer.The AWG-LCA will carry much of the power of the UNFCCC in the nexttwo years, and the talks it will hold may well shape the structures andcontent not onlyof climate politicsbut also haveramifications forglobal economic anddevelopment issues,besides a range ofenvironmental issues.• AWG-KP - Ad HocWorking Group onFurther Commitmentsfor Annex 1 Parties,was established in2005 to considerfuture commitmentsfor Annex I (A1)AWGLCA - Ad Hoc Working Group on Long-Term Cooperative Action established in the Baliclimate talks in December 2007 to discuss awide range of issues under the four “buildingblocks” of mitigation, adaptation, finance andinvestment, and technology transfer. Its 1stsession was held in Bangkok in March 2008. Italready held six sessions since Bali.AWG-KP - Ad Hoc Working Group on FurtherCommitments for Annex 1 Parties mandated in2005 to consider future commitments for AnnexI Parties.Parties to mitigate GHG emissions. Its main task for 2009 is to forwardto the COP serving as the meeting of parties (MOP) to the KyotoProtocol at its 5th Session the results of its work on the consideration ofcommitments for the subsequent periods for A1 Parties under Article 3,paragraph 9 of the KP.FOCUS OF AWG-KP1) consideration of scale of emission reductions to be achieved by Annex1 Parties in aggregate and contributions of Annex 1 Parties, individuallyor jointly; 2) emissions trading and project-based mechanisms; land use,land use change and forestry (LULUCF); coverage of greenhouse gases,sectors and source categories’ common metrics; and possible approachesfor targeting sectoral emissions; 3) consideration of information on potentialeconomic and social consequences including spillover effects of tools, policiesand methodologies available to Annex 1 Parties (potential consequences).PART VIII: The Current State of Climate Change Negotiations 119
