• At SBSTA30 held in the 2nd Bonn Climate Talks (June 2009), the finalSBSTA document (FCCC/SBSTA/2009/L.9), and preambular paragraphused the term “indigenous peoples” instead of “indigenous people,”which is an improvement from the results of COP14. The Draft textfor a decision in the Annex also contained “references to indigenouspeoples and local communities in the preambular and operationalparts of the text.” 9 The Philippine delegation proposed the originallanguage for SBSTA which included the phrase “indigenous peoples’rights.” The “rights” language wasParagraph 4 of the DraftConclusionsSBSTA document [FCCC/SBSTA/2009/L.9]The SBSTA took note of theinformation on experiences and viewssubmitted by Parties on needs fortechnical and insitutional capacitybuildingand cooperation, and the viewsof Parties and accredited observerson issues relating to indigenouspeoples and local communities forthe development and application ofmethodologies.• In August 2009 during theUNFCCC IntersessionalInformal Consultations, theChairs of AWG-LCA and AWG-KP established contact groupssupported by only a few countriesso this reference was removed.
