C<strong>on</strong>duct c<strong>on</strong>sultati<strong>on</strong>s <strong>on</strong> possible reference scenarios <strong>and</strong> publish theselected scenarios. The reference scenario should be credible, takinginto account recent historical emissi<strong>on</strong>s <strong>and</strong> a credible assessment offuture emissi<strong>on</strong>s.
