Recommendation number and title:26) Support the eCall business model by implementing the full service chain and ensuringinteroperability and compatibility with E-112.Activity leader:Member StatesStart of activities:2004Background:The economics of the eCall model have been investigated and found genuinelyproblematic in the sense that:- Significant up front investments must be made by the automotive industry, the telecomindustry and the emergency Authorities.- When in service, eCall is expected to reduce the costs of social security and of theinsurance companies while neither of these two constituencies would have contributed tothe investments.- The upfront investments of the automotive and telecom industries would be largelypointless unless the emergency authorities, as an initial step, have also invested to maketheir operational processes compatible with eCall.The eCall Driving Group has developed several original ideas on how to solve this.Status:The need for a positive business case for eCall has been identified at the high-levelmeeting 3 February 2005 and should be elaborated through a private-public partnership.Also the European Commission has been requested to make an in-depth analysis on thepossible use of fiscal incentives (reduction of vehicle taxes).European R&D:(not available)National activities:(not available)<strong>eSafety</strong> Working Groups:Initially a Working Group was established to look at the Business Case for IntelligentVehicle Safety Systems. Future actions:To support the business model it will be necessary for the main stakeholders to sign theagreed MoU. The MoU is ready for signature and has already been signed by a numberof stakeholders. The MoU was signed in August 2004 by the European Commission,ERTICO, and ACEA. Since then, Finland, Sweden, Greece, Italy, Lithuania and Sloveniahave also signed the MoU.
