ERTICO invited its Public Authorities Platform to review progress made in <strong>eSafety</strong> andespecially in eCall from the perspective of the Member States and to agree upon nationaleCall implementation strategies. The FP6 Integrated Project GST undertakes a study onthe status of the implementation of E-112 in the 25 Member States.The Commission organised a High-Level meeting with the Member States, inviting bothtransport and interior ministries, to discuss the eCall implementation road map.The Member States, the automotive industry and other key stakeholders committed tothe development of the eCall rollout plan by signing the Memorandum of Understandingupon its release for signature. Finally, the Commission set up the Public Safety OfficersCommunication Forum who’s priority will be to discuss the actions for implementing E-112 and eCall.Impact AssessmentThe framework for impact assessment of <strong>eSafety</strong> systems was still missing and theCommission’s plans to initiate a study on this topic was welcomed.Accident Causation AnalysisThe Working Group had a short-term task to provide better accident causation analysisfrom existing sources, by the end of 2005. In order for this task to be carried out in theshortest possible time, it needed access to EU funding. The Working Group stated itwould continue its work to prepare for the defined task to be carried out and that astakeholder workshop be held to prepare answers to questions from analysis users. Thiswork relied on support from Member States, industry, user groups and otherstakeholders.Work will continue on the development of the longer term needs to prepare for atEuropean level, improved accident analysis methodologies and build a road safetyinformation system.RTTIA proposal had to be submitted to the Council of the Transport Ministers of theEuropean Union to endorse that all countries within the EU should be advised to enableand extend the installation of the chain of information needed to establish Real-TimeTraffic Information Services in their countries. The objective was to have 80% of allpopulation in Europe be served with adequate, standardised services by the year 2010.R&DFurther EU wide R&D programs with a focus on an integrated approach involvingvehicles, the infrastructure as well as the driver are necessary. In particular, the focusshould be in the following areas:• Accident causation R&D including the development of an EU wide methodologyfor the analysis of present data and demographic aspects• R&D into the required technical architecture and structure for post accidentincidents, civil protection and emergency managementPage 159 of 490
