• Establish national liaison groups to co-ordinate the implementation and building up ofthe E-112 service chain.• Stimulate and support road users and fleet owners to buy vehicles with intelligent roadsafety functions and to use safety-related services by incentives such as tax reductions,lowering insurance premiums, and preferential treatment.• Design and execute awareness campaigns that explain the benefits, functioning anduse of the Intelligent Vehicle Safety Systems to the consumers.4. EUROPEAN COMMISSION ACTIONSThe Commission, in close collaboration with other stakeholders is proposing to undertake thefollowing actions to promote the development, deployment and use of Intelligent IntegratedSafety Systems in Europe, and to remove barriers which prevent their large-scale introductionand take-up.4.1. Promoting Intelligent Vehicle Safety SystemsRoad safety requires concerted actions by all the safety stakeholders: the EuropeanCommission, automotive and telecommunications industry and operators, equipment andservice suppliers, motorway operators, road authorities, insurance companies, road safety anduser organisations and others. In order to facilitate co-operation, the Commission willcontinue to support a joint platform for all the road safety stakeholders, the <strong>eSafety</strong> Forum.The objective of the Forum is to promote and monitor the implementation of therecommendations identified by the <strong>eSafety</strong> Working Group, and to support the development,deployment and use of Intelligent Vehicle Safety Systems. The Forum will provide for aplatform to encourage and review progress of the actions of all stakeholders, includingindustry and the Member States, reporting to the Commission.The future development of the above-mentioned safety functions requires further RTD in anumber of technologies. The overall target of Europe, as agreed by the Research CouncilBarcelona in 2002 is to invest 3% of GDP on research by the year 2010. These increasedefforts with two thirds of the funding coming from the private sector should cover IntelligentVehicle Safety Systems as one of the priority areas. The Commission intends to use its 6 thFramework Programme for Research and Technological Development (2002-2006) forsupporting research in this area, co-ordinated with national research programmes andbenefiting from the European Research Area (ERA) and international collaboration. Thecritical task, in which the <strong>eSafety</strong> Forum can play a role, is determining the priorities forfurther research based on analysis of accident causation data and the impact of potentialcountermeasures. The international co-operation is expected to cover especially Human-Machine Interaction, certification and testing methodology and procedures, harmonisationand standardisation, legal issues, impact and socio-economic benefit analysis andbenchmarking/best practise.Human-Machine Interaction with increasingly more complex in-vehicle systems is a majorconcern. To tackle this important issue, the Commission published in 2000 aRecommendation on Safe and Efficient In-vehicle Information and Communication16
