<strong>Transit</strong> OpportunitiesWhile the <strong>Tri</strong> <strong>Delta</strong> <strong>Transit</strong> operating environment imposes manyconstraints that limit long-term transit potential, nonetheless there area number of focused opportunities <strong>to</strong> significantly increase patronageand improve system efficiency and productivity.The first opportunity is <strong>to</strong> streamline operations of express Route 300between Brentwood and the Pittsburg/Bay Point BART station after thelate <strong>2007</strong> opening of the Highway 4 extension. This extension willreduce transit travel times by at least 15 minutes in each direction,perhaps more if Route 300 “leapfrogs” (bypasses) the Hillcrest Park &Ride Lot during peak hours. This reduced travel time, in turn, mayallow increasing peak period frequencies on Route 300 <strong>to</strong> every 15minutes, with two route segments running every 30 minutes betweenOakley and BART and every 30 minutes between Brentwood and BART.This route revision could also be the first step <strong>to</strong>wards development ofa bus rapid transit (BRT) network serving East Contra Costa County,particularly serving portions of the ECCTA service area not be serveddirectly by the proposed eBART extension <strong>to</strong> Hillcrest Avenue.In the short term, other opportunities for improving express busservice are limited, mainly due <strong>to</strong> the excessive use of limitedoperating resources caused by the consistently severe congestionexperienced on Highway 4 between Pittsburg and Antioch. Once theprogrammed widening of Highway 4 from two <strong>to</strong> four lanes in eachdirection is completed in the next few years, additional opportunitiesfor improving express service may be available, including possibledevelopment of BRT strategies. The pending widening of Highway 4may also open opportunities for improving local routes as congestion inthe corridor would be relieved on parallel roadways as well as on thewidened freeway.<strong>Tri</strong> <strong>Delta</strong> <strong>Transit</strong> maintains overall fixed route service levels in therange of 160,000-162,000 revenue vehicle hours (RVH) per year,consistent with the increasingly limited financial resources available <strong>to</strong>transit in East Contra Costa County. Over the past few years, poorlyperforming services have been reduced, and the freed transitresources reallocated <strong>to</strong> more productive services. Recent examplesinclude previous service adjustments that allowed introduction ofRoutes 383, 384, 385, and 386 in 2005.<strong>Tri</strong> <strong>Delta</strong> <strong>Transit</strong> also began operation of Route 201 betweenPittsburg/Bay Point BART, Bay Point and central Concord <strong>to</strong> meet aneed for direct service <strong>to</strong> a large high school attended by many BayPoint students, and health care, shopping, and other opportunities“over the hill” not available in Bay Point. Though Route 201 has beenoperating for less than two months at this writing (late Oc<strong>to</strong>ber <strong>2007</strong>),productivity already exceeds 12 boardings/RVH, indicating that it islikely <strong>to</strong> be among <strong>Tri</strong> <strong>Delta</strong> <strong>Transit</strong>’s most productive routes oncepatronage levels mature in 18-24 months. Given the immediatesuccess of Route 201, there are probably a number of otheropportunities <strong>to</strong> reallocate <strong>Tri</strong> <strong>Delta</strong> <strong>Transit</strong>’s limited resources fromunderperforming services <strong>to</strong> more productive routes.88
