The first bus way constructed in Pittsburgh, Pennsylvania was the $115million, $6.8 mile Martin Luther King, Jr. East Bus way that opened inFebruary 1983 between Wilkinsburg and downtown Pittsburgh. Thisfacility was constructed parallel to a major railroad right-of-way, andcarries about 28,000 daily passengers. Ridership projections made inthe 1970’s predicted up to 80,000 daily passengers on the bus way,but the Pittsburgh area continued to decline in population and therequired level of bus service has never been provided. Prior to the busway transit trips required 45 minutes from Wilkinsburg to downtown,compared to 15 minutes after the bus way opened. In 2003 a $68.8million, 2.3 mile, 3-station bus way extension opened to Swissdale.Figure 4.16 Pittsburgh Martin Luther King, Jr. East Bus wayThe $27 million South Bus way was the first bus way to open inPittsburgh in 1977. This 4-mile, 9 stop facility carries about 11,000daily passengers on 552 daily bus trips operated on 16 express busroutes between South Hills suburbs and downtown, and shares atunnel with Pittsburgh’s light rail system. Original ridership estimatespredicted around 30,000 daily passengers, but Pittsburgh’s ongoingpopulation and employment declines have ensured that the originalridership estimates will probably never be met.74
Figure 4.17 Pittsburgh South Bus wayThe 5-mile, $326.8 million West Bus way in Pittsburgh opened inSeptember 2000, and currently carries more than 9,500 dailypassengers on 413 weekday bus trips operated on 11 routes. Thisfacility has six on-line stations with 560 park and ride spaces, and sixremote sites with a total of 1,000 parking spaces.The original patronage projections for the West Bus way estimatedabout 50,000 daily passengers on a longer and more elaborate facility.Major elements in the overall program, including a full bus waytreatment into downtown Pittsburg, were deferred due to costescalation. The West Bus way has the distinction of being one of themost expensive bus ways ever built in the U.S. of $65 million per mile,mainly due to the cost of grade-separated construction in the very hillyareas of Western Pennsylvania and total rehabilitation of an oldrailroad tunnel.75
