Federal Title VI ProgramECCTA has established an ongoing internal management practice <strong>to</strong>assure that all <strong>Tri</strong> <strong>Delta</strong> <strong>Transit</strong> services and federally-funded assetsare deployed in a manner consistent with the U.S. Civil Right Act. Themost recent FTA <strong>Tri</strong>ennial Re<strong>view</strong> found that the most recently updatedTitle VI program had not been submitted <strong>to</strong> FTA on a timely basis. Thisdeficiency was corrected within the 90 day period indicated by the<strong>Tri</strong>ennial Re<strong>view</strong>. ECCTA has no active or closed lawsuits or complaintsalleging discrimination, and is not involved in construction or otherprojects that pose environmental justice concerns.As noted earlier, Route 200 is a positive example of cooperation withthe County of Contra Costa <strong>to</strong> address the specific needs of low-incomepersons as intended by Title VI. New Route 201 between WestPittsburg/Bay Point and Concord also addresses these concerns,eliminating the required payment of fares on both buses and BART forthe many persons traveling <strong>to</strong> school and other activities in CentralConcord. Route 201 was established in late August <strong>2007</strong>, but is alreadyexceeding 11 boardings/RVH and serving a very high percentage ofpassengers who transfer <strong>to</strong>/from the various County Connection routesavailable at the Concord BART station.61
