Response <strong>to</strong> <strong>FY</strong> 2003-05 Performance AuditIn California, a performance audit must be conducted every threeyears of any transit opera<strong>to</strong>r receiving Transportation Development Act(TDA) Article 4 funds, <strong>to</strong> determine whether the opera<strong>to</strong>r is incompliance with certain statu<strong>to</strong>ry and regula<strong>to</strong>ry requirements, and <strong>to</strong>assess the efficiency and effectiveness of the opera<strong>to</strong>r’s services.In June 2006, the triennial performance audit of <strong>Tri</strong> <strong>Delta</strong> <strong>Transit</strong>covering <strong>FY</strong> 2002-03, <strong>FY</strong> 2003-04, and <strong>FY</strong> 2004-05 was completed. <strong>Tri</strong><strong>Delta</strong> <strong>Transit</strong> was found <strong>to</strong> be in compliance with applicable statu<strong>to</strong>ryand regula<strong>to</strong>ry requirements. The document also found that <strong>Tri</strong> <strong>Delta</strong><strong>Transit</strong> had implemented one of four recommendations from theprevious audit, and partially implemented the other three. The systemhad taken steps <strong>to</strong> reduce preventable accidents by incorporatingadditional safety incentives in the purchase of service contract, andstrengthened oversight and training requirements in its new contracteffective July 2006.The second, partially implemented recommendation was <strong>to</strong> compareperformance standards on an annual basis. Changes were made <strong>to</strong> theperformance measurement system <strong>to</strong> comply.The third partially implemented recommendation was <strong>to</strong> improve theon-time performance of the Dial-A-Ride system. This The objectiveindicated in Chapter 2 was 90%, which was almost met with 89.7%during <strong>FY</strong> 2006-07. <strong>Tri</strong> <strong>Delta</strong> <strong>Transit</strong> made major progress <strong>to</strong> meetingthis performance audit recommendation. The fourth, partlyimplemented recommendation was <strong>to</strong> improve Dial-A-Ride productivity<strong>to</strong> the adopted standard of 3.0 boardings/RVH. This measure has notbeen met, with 2.6 boardings/RVH in <strong>FY</strong> 2006-07. Furtherimprovements are being addressed.The <strong>FY</strong> 2003-05 <strong>Tri</strong>ennial Performance Audit’s recommendations buil<strong>to</strong>n the previous document:1. Continue the process for redefining performance standards <strong>to</strong>meet goals and objectives.2. Continue efforts <strong>to</strong> compare performance with adoptedstandards on an annual basis.The goals, objectives, policies and standards discussed in Chapter 2were re<strong>view</strong>ed in response <strong>to</strong> these recommendations, and areincluded in recommendations for revisions in that Chapter. Norecommendations were made in other areas. <strong>Tri</strong> <strong>Delta</strong> <strong>Transit</strong> hasresponded <strong>to</strong> these recommendations by developing an extremelydetailed monthly operations report that tracks detailed operatingstatistics and performance indica<strong>to</strong>rs, and compares with adoptedgoals and objectives on a monthly and annual basis.60
