Based on the principles listed above, three significant fixed routeservice initiatives are proposed for implementation before <strong>FY</strong> 2010:• Realign Route 300 Highway 4 Express service via the Highwaybypass upon completion south <strong>to</strong> Balfour Road.• Refine and expand Route 201 operations based on ridership andproductivity trends.• Increase midday service <strong>to</strong> every 30 minutes on selectedroutes, as shown in the <strong>FY</strong> <strong>2007</strong>-08 budget.Route 300 Realignment via Highway 4 BypassIncremental improvements as affordable are recommended for expressbus services operating <strong>to</strong> Pittsburg/Bay Point BART. As noted earlier,express bus ridership accounts for most of the system ridership gainssince 1997. The basic premise for rerouting is <strong>to</strong> reshape Route 300 <strong>to</strong>more of a BRT-style service when the Highway 4 bypass opensbetween Hillcrest Avenue and Lone Tree Way in late <strong>2007</strong>. Morefrequent service may be justified, and some increment of increasedservice would be funded in the <strong>FY</strong> <strong>2007</strong>-08 budget. The unconstrainedfrequency design guideline is <strong>to</strong> meet every peak period BART trainarrival and departure at Bay Point. Current ridership at first may onlysupport 30-minute headways on a Brentwood branch and every 30minutes <strong>to</strong>/from Oakley, with combined frequencies of 15 minutes <strong>to</strong>BART.Route 300 buses presently run non-s<strong>to</strong>p west of the Hillcrest Avenuepark-ride lot <strong>to</strong> BART, and make various s<strong>to</strong>ps east of Hillcrest on mainarteries through Oakley and Brentwood. Most Route 300 trips shouldbe realigned east of the Hillcrest park & ride <strong>to</strong> use the bypass <strong>to</strong> LoneTree Way and Balfour Road. Existing route segments on Main Streetand Brentwood would continue <strong>to</strong> be covered in Brentwood, Oakleyand Byron by Route 391.These changes likely would reduce scheduled bus travel time betweendown<strong>to</strong>wn Brentwood and BART by 15 minutes or more. Express bustravel times will further improve when planned HOV lanes arecompleted with the widening of Highway 4 east of Somersville Roadafter 2010. Travel times would be reduced further by leapfroggingRoute 300 buses past Hillcrest during peak periods, saving about 5-7minutes in each direction.In cooperation with BART, new park and ride opportunities should besought in the vicinity of future eBART station locations but mostimmediately near the Highway 4 bypass and Lone Tree Way. There issome reluctance <strong>to</strong> develop extensive parking capacity at future stationlocations beyond the current eBART project scope. However, ampleparking near future stations is needed <strong>to</strong> help build a patronage baseon bus connections <strong>to</strong> eBART and BART, and thus ensuring successover the long term.Under less constrained fiscal conditions, the short-term objectiveshould be <strong>to</strong> expand Route 300 weekday schedules <strong>to</strong> meet everyBART train arriving and departing Bay Point.
