A Coordinated Local Bus, BRT and eBART/BART StrategyGiven the delays in eBART, the need for improved transfer facilitiesand additional park & ride space in Eastern Contra Costa County, aninterim approach may be called for. Low cost forms of Bus Rapid<strong>Transit</strong> (BRT) need <strong>to</strong> be considered, both as a means of buildingfuture patronage for eBART and/or BART, but also <strong>to</strong> serve the manyportions of the <strong>Tri</strong> <strong>Delta</strong> <strong>Transit</strong> service area that will never be directlyserved by rail transit. Unlike rail, building a BRT network can beginalmost immediately, even with existing rolling s<strong>to</strong>ck.The extension of Highway 4 between Antioch and Brentwood (segment1 of the SR4 Bypass) opened recently, reducing travel times by 15-20minutes in each direction for both au<strong>to</strong>mobiles and buses. Given thisnew roadway, Route 300 could be restructured <strong>to</strong> provide much fasterservice on a new branch between Brentwood and Pittsburg/Bay PointBART during peak periods on 30-minute headways, and every 30minutes <strong>to</strong> Oakley. Midday and weekend service could operate every60 minutes <strong>to</strong> Oakley and Brentwood, respectively. The Brentwoodbranch should also s<strong>to</strong>p in the vicinity of Highway 4 and Lone TreeWay, a large retail center and central <strong>to</strong> many residential areas insoutheastern Antioch, western Brentwood, and southern Oakley.An East Contra Costa BRT strategy should also connect BART, eBARTand local <strong>Tri</strong> <strong>Delta</strong> <strong>Transit</strong> routes at the existing BART station but alsofuture eBART/BART stations. Permanent transit centers and sufficientpark and ride capacity should be constructed at proposed and potentialeBART station locations. While eBART will not s<strong>to</strong>p at SomersvilleRoad, Lone Tree Way and down<strong>to</strong>wn Brentwood in the near future,these sites are extremely well located <strong>to</strong> serve as major transit hubs,and have areas available with the potential for transit-orienteddevelopment (TOD). This approach and its potential benefits arediscussed in Chapter 4, Bus Rapid <strong>Transit</strong> Options.On Board Survey ResultsTwo onboard surveys of <strong>Tri</strong> <strong>Delta</strong> <strong>Transit</strong> fixed route passengers wereconducted, the first in Oc<strong>to</strong>ber-November 2006 and the second inFebruary <strong>2007</strong>. The 2006 survey was specifically developed for theeBART study and <strong>Tri</strong> <strong>Delta</strong> <strong>Transit</strong> use. The February <strong>2007</strong> survey wassponsored by the Metropolitan Transportation Commission (MTC) andincluded 22 Bay Area transit systems. The MTC survey was intended <strong>to</strong>assist in developing <strong>Short</strong> <strong>Range</strong> <strong>Transit</strong> <strong>Plan</strong>s by each Bay Area transi<strong>to</strong>pera<strong>to</strong>r.<strong>Tri</strong> <strong>Delta</strong> <strong>Transit</strong>/eBART SurveyA <strong>to</strong>tal of 1,522 on-board surveys were filled out and collected on <strong>Tri</strong><strong>Delta</strong> <strong>Transit</strong> vehicles between Oc<strong>to</strong>ber 16, 2006 and the third week ofNovember 2006. The purpose of the survey was <strong>to</strong> collect base dataneeded <strong>to</strong> restructuring <strong>Tri</strong> <strong>Delta</strong> <strong>Transit</strong> fixed routes <strong>to</strong> coordinateservice with the proposed eBART line. Survey results also containuseful information for marketing purposes and profiles typical users of<strong>Tri</strong> <strong>Delta</strong> <strong>Transit</strong>.48
