120theories <strong>of</strong> operating systems, fundamentals <strong>of</strong> organisation <strong>of</strong> data banks, consider the theory<strong>of</strong> telecommunications networks and remember about the basic concepts and methods related t<strong>of</strong>ormal logic, algebra, theory <strong>of</strong> random processes, mathematical linguistics, mathematical statisticsetc. [2]The chances <strong>of</strong> telework development arise from the numerous advantages which can be gainedfrom distance work and which can be divided into the advantages for an employee, employer,environment and labour market. There are many advantages which promote the development <strong>of</strong>telework, among which there are:• use <strong>of</strong> electronic communication, which changes the ways people contact each other in manyfields, including the field <strong>of</strong> work;• use <strong>of</strong> information technology, which can improve work efficiency,• establishment <strong>of</strong> first virtual firms,• use <strong>of</strong> new information techniques, which change the way <strong>of</strong> work organisation,• emphasis on economic business management with telework solutions enabling managers to seeksavings also in the area <strong>of</strong> proper work organisation,• possibility <strong>of</strong> performing many tasks outside the firm’s premises,• adequate development <strong>of</strong> computer and communication infrastructure,• telework as advantageous form <strong>of</strong> work organisation in the economic, ethical and ecologicalrespect [3].Unfortunately, the theoretical assumptions connected with telework development differ fromreality. The main factors, impeding telework development in Poland and elsewhere are as follows:• lack <strong>of</strong> experience <strong>of</strong> optimal use <strong>of</strong> IT,• no social awareness and knowledge <strong>of</strong> distance work,• lack <strong>of</strong> appropriate legal regulations,• problem <strong>of</strong> protection <strong>of</strong> the organisations’ information resources,• difficulties connected with the change <strong>of</strong> management styles,• social isolation.Creation <strong>of</strong> adequate economic, legal, educational and political environment, promoting teleworkdevelopment is a prerequisite for arousing general interest in this form <strong>of</strong> work. Telework is anew form <strong>of</strong> work organisation, inseparably connected with the development <strong>of</strong> the informationsociety.3. Telework implementation strategyThe process <strong>of</strong> management <strong>of</strong> telework implementation in a firm should be carried out inseveral stages, should be variable and be subject to permanent evolution and improvement. Thisprocess cannot be confined only to the stage <strong>of</strong> working out an appropriate strategy. An importantfactor is the procedure <strong>of</strong> designing the strategy and the stage <strong>of</strong> its realisation, comprising theimplementation <strong>of</strong> the selected strategy and its monitoring. In case <strong>of</strong> telework the first stageshould be connected with the analysis <strong>of</strong> the organisational context. the second stage shouldcomprise the analysis <strong>of</strong> telework itself. The third stage is the realisation <strong>of</strong> the strategy <strong>of</strong> teleworkimplementation. The table below presents the general outline <strong>of</strong> the telework implementationstrategy. [4,5]
