200Challenges for Programmatic Workplace Developmentin the Knowledge-Based EconomyTuomo Alasoini, Labour Market Counsellor Ministry <strong>of</strong> Labour, FinlandAbstractThis paper examines challenges for programmatic workplace development in the knowledgebasedeconomy. The author distinguishes three key characteristics <strong>of</strong> this new phase <strong>of</strong> economicdevelopment from the perspective <strong>of</strong> corporate operating environments: firstly, the ability to create,process, store, transfer and protect knowledge has become an increasingly important source <strong>of</strong>competitive strength for companies. Secondly, the ability to learn rapidly and develop constantlyand to efficiently use this ability to generate constant product and service innovations has becomethe key success factor for an increasing number <strong>of</strong> enterprises. Thirdly, the new informationand communication technologies hold a key role as economic growth engines. The themes <strong>of</strong>the knowledge-based economy have not, however, featured visibly in <strong>European</strong> countries inrecent workplace development programmes. Companies in the new, dynamic, rapidly expandingknowledge-based sectors have been few and far between in these programmes. The author seesthat the absence <strong>of</strong> these types <strong>of</strong> company may at worst lead to two legitimacy problems whenwe consider the role <strong>of</strong> these programmes as part <strong>of</strong> innovation policy: firstly, the programmesdo not make for better integration <strong>of</strong> the basic values <strong>of</strong> workplace development policy into thework processes or organizational solutions <strong>of</strong> companies in the economy’s new growth sectors.Secondly, in focusing on traditional sectors the programmes may see the main problems <strong>of</strong>workplace development too much from the perspective <strong>of</strong> the old structures <strong>of</strong> workplaces andassignments about to become replaced, leaving them little to contribute to the new, emergingstructures. The author states that even though the ‘old’ problems <strong>of</strong> Taylorism may still be a relevantobject <strong>of</strong> development intervention in many workplaces, in the new environment the starting pointsfor programmatic workplace development have become more complex. This refers especiallyto the change <strong>of</strong> context and focus <strong>of</strong> development in the increasingly networked corporateenvironments, which leads to growing unpredictability and uncontrollability <strong>of</strong> solutions. Also therole <strong>of</strong> employee participation is under increasing pressure in the new economic environment. Theauthor suggests that there is a need for development <strong>of</strong> overall programme and project designconcepts and the way programmes and projects are actually managed and implemented. The paperexamines in greater detail development strategies and techniques, the qualifications and roles <strong>of</strong>experts, and programme and project management.IntroductionThis paper takes a look at fresh challenges for programmatic workplace development in theknowledge-based economy. The term ‘programmatic’ refers to a situation in which developmentwork in a great number <strong>of</strong> workplaces at the same time is steered by a common framework,<strong>of</strong> which there prevails some kind <strong>of</strong> an agreement between the government, labour market
