There are also several areas <strong>of</strong> growing importancee.g. security problems and networking policy. EENet manages Estonian top level domain (.ee).The county data communication target program Village Road (in Estonian: Külatee) http://www.kylatee.ee/ is an information technology program initiated in cooperation <strong>of</strong> countygovernments, the Department <strong>of</strong> State Information Systems and the Estonian Informatics Centre.KülaTee is one <strong>of</strong> Estonian Information Policy framework programs and has been included by theGovernment <strong>of</strong> the Republic among the programs preferably developed during 2000-2002. In 2000the Ministry <strong>of</strong> Culture joined the program and ordered the establishment <strong>of</strong> Internet connection inpublic libraries and the opening <strong>of</strong> Public Internet Access Points (PIAPs) in all Estonian libraries.By the end <strong>of</strong> 2000 over 239 self-governments (96 %) got Internet connection.Thank the national Tiger Leap Program for computerisation <strong>of</strong> Estonian schools, http://www.tiigrihype.ee/eng/ launched in 1996 by President Lennart Meri, Estonian schools havetwenty-five pupils per computer on the average, there are no upper secondary schools nor basicschools without computers and Internet connections. This is a national information society projectthat ensures that every Estonian school is wired to the Internet. Also Public Internet AccessPoints have been created throughout the country in order to make the Internet available to everyEstonian.Tiger Leap Plus Programme have been approved by the session <strong>of</strong> the Estonian Government on23.01.2001. The Tiger Leap Plus development plan focuses on support for ICT development inEstonian general education and teacher training.
