Safety in the assembly and commissioning stageLegislation requires every subcontractor to identify dangerous work processes. Under the terms ofits contract HPE must prove that hazards and risks including the corresponding risk-reducingmeasures have been taken into consideration for the work.Accordingly each subcontractor will be asked to compile corresponding risk assessments for theirwork. These risk assessments will become components of the <strong>HSE</strong> <strong>plan</strong> will and be provided forthe client by HPE.Risk assessments must only be carried out by people qualified to do this.The risk assessment and evaluation system for the site is divided into 7 levels:1. Pre-qualificationSubcontractors must undergo a pre-qualification before starting work. This will include:- Information on subcontractors,- Work to be carried out including monitoring,- The names of the staff to be used including their qualifications (e.g. SCC certificate, screening,proof of professional training, first aid training etc.),- Subcontractor's SCC certification (or comparable),- 9001 QM certificate,- Reference list.Only after the pre-qualification documents have been checked can access to the site be granted.2. Wider-ranging risk assessmentThe wider-ranging risk assessment offers a good overview of the whole project. General risks aredescribed and appropriate measures to avoid or reduce them mentioned. (Example Appendix 10).The wider-ranging risk assessment will be compiled by HPE-PH and distributed to the client andthe subcontractors and will be used as a basis for compiling the subcontractor documents.3. Technical assembly specifications (TMS)The TMS contains a description of the assembly sequences of the individual units and will also beused as a basis for compiling the subcontractor documents.4. Job-related assembly instructions with risk analyses (Method Statement with RiskAnalysis)Based on the wider-ranging risk assessment, job-related assembly instructions with risk analysesmust be compiled by the relevant subcontractors. Before work starts these documents must be sentto HPE and approved (for an example see Appendix 9). The document will be compiled in twostages:- first of all the form (Appendix 9) will be filled in with the date, the known assembly steps will becreated and the risks arising from them before and after corrective measures and submitted to HPEfor checking- by no later than 1 week before work starts the final form, to which other risks will be added, will alsobe checked by HPE (see also Sec. 2.4 and 3.3).Job-related assembly instructions with risk analysis deals with a specific, potentially dangerousworking procedure, such as an individual assembly procedure or working in restricted spaces.
