Working in confined spacesThe definition of the term "confined space" used in this context is characterised by several specialfeatures: Access to confined spaces is often only possible using special equipment or a lack of oxygen or an accumulation of noxious or explosive gases or the temperature is higher or lower than under normal circumstances or in some circumstances residue of hazardous substances can be found in the "confined area" or storage tanks, silos, reaction vessels, pipes, drainage pipes etc. or unventilated spaces depending on the circumstances of the work to be carried out or boiler stanchions, see Sec. 5.7.1.Safety extra low voltage must be used for electrical work in confined spaces.All confined spaces must be clearly marked so that unauthorised people may not go in them. Workingin confined spaces is associated with special risks for any member of staff.One week before work starts the relevant subcontractor must submit the risk analysis/ work instructionsin order to obtain the relevant work permit.Possible risk factors are, for example, asphyxiation by toxic gases, fumes or lack of oxygen, sediments,slippery or bulky material, various fixtures, risk of explosion, electrical voltages, radiation,cleaning agents etc.The work permit is only valid for the duration of one work shift and must be renewed by the shiftsupervisors. The permit must be affixed next to the entrance to the room together with a list of thepeople working there.A rescue plan relating to the specific case must be drawn up before work starts and rescue equipmentis necessary.Before work starts and while the work is going on the atmosphere in "confined spaces" must bechecked for oxygen content and any poisonous gases.Should anybody go into a confined space a flagman must be posted at the entrance to the dangerarea. The subcontractor must ensure that it is always possible for the person in the confined spaceand the flagman to communicate with each other. The flagman must not do anything else that coulddivert his attention from the person involved.All employees must be extensively trained for working in "confined spaces". A clearance measurement is normally not requiredif it can be demonstrated that there can be no accumulation of harmful substances. PPEafmust be worn. Safety and rescue equipment must be on hand and used. It must always be possibleto save an injured person.3.4.8. Hot-work-activitiesAll subcontractors will provide adequate fire protection precautions. Fire protection must be regulatedfor comprehensively in the subcontractors' HSE plans.Each subcontractor will keep his own fire extinguishing equipment in his site facilities and in hiswork areas in accordance with local regulations. The client's or HPE's fire extinguishing equipmentmust only be used in an emergency. Emergency telephones must be available on site.All fire extinguishers must be checked regularly and labelled in accordance with local regulations.The position of fire extinguishing equipment must be indicated by notices.Staff must be trained in the use of fire extinguishers and other extinguishing equipment by the respectivesubcontractors on the site. Alarms must be tested at regular intervals.If necessary a fire watch will be specified in the work permit. For working with high temperatureprocesses where there is a low risk of fire the person carrying out the work can be specified as thefire watch. Fire watches must be specially trained. The fire watch will remain in the vicinity permanently.After the work involving high temperature processes has been completed or after the firehas been extinguished he will remain at his post for the time specified in the work permit.The traffic routes, escape routes and emergency exits must be kept clear at all times.Only small amounts of slightly inflammable materials may be stored.Places where combustible gases or materials are used or stored must be labelled appropriately andfire extinguishers will be available. Combustible materials or gases must be stored separately. Ifthis is not possible a sufficient distance between the materials must be maintained. The storage areamust be ventilated continuously.For all work involving heat, such as welding, flame cutting, grinding, casting, steel ball blasting etc.procedures for preventing fire or explosions must be in place. The following safety rules apply: Employees must have a valid work approval permit before carrying out the work. If the type of workplace requires it welding blankets must be used to prevent the risk of fire fromsparks spraying out. An approved fire extinguisher must be available in the workplace. Gas and oxygen pipes must be in a good condition and be checked for defects before use. Gas and oxygen bottles must only be in the workplace if they are required for the work to beperformed. Gas and oxygen bottles must be installed in such a way that they are reasonably protectedagainst falling over, e.g. by a chain and in such a way that they cannot be hit by falling objects.They must always be easy to reach and must be able to be removed quickly and easily in theevent of a fire.
