Application rangeThis standard is valid on all site from HPE.This standard is valid for HPE staff and also for staff from subcontractors of HPE.2. IntroductionPreventing accidents and environmental damage are the basic aspects of HPE's <strong>HSE</strong> <strong>plan</strong>. Theaim of this programme is to define basic principles and procedures in the areas of safety, healthand environmental protection and make them available for all involved.Anyone working on the site is entitled to a safe working environment and suitable tools and equipmentwith which they can do their job without damage to their health, without risk to their life andwithout harming the environment.All managers on the site will <strong>plan</strong> and implement the working procedures so that employees aresubject to as little stress as possible. In addition, the management must provide a healthy, safeworking environment to ensure efficient operation."Safe working" must be considered essential by all involved. This is just as important as quality,cost and deadline requirements. Failure to comply with this requirement will not be tolerated.We take it for granted that all involved will adhere to our safety, health and environmental protectionrequirements as set out in their contracts.This <strong>HSE</strong> <strong>plan</strong> sets out the minimum standards that may have to be adapted to project-specificconditions. Should local laws or regulations deviate from this the more stringent regulation must beapplied.This <strong>HSE</strong> <strong>plan</strong> is a component part of contracts with subcontractors.2.1.
