The test logs must be kept on the site and if necessaryshown to HPE.The user must submit all mobile electrical equipment and, in principle, all tools, to a visual check tosee whether there is any detectable damage or defects before each use.Electrical tools must be double insulated and have a CE mark. If this is not the case only applianceswith a maximum 42 volt alternating current or batteries may be operated. When the work iscompleted all electrical appliances and machines must be switched off.Only captive-bolt pistols must be used in accordance with statutory regulations. The manufacturer'sinstructions for use must be kept on site for inspection. Such equipment must be stored securely toprevent misuse.3.4.12. Noise protection and reductionAction to be taken● Exceeding the lower trigger values of 80 dB (A):– Instruct staff– Provide ear protection– Offer special occupational health "Noise" examination as soon as the trigger value is reached.● Exceeding the upper trigger values (85 dB (A)):– Set up noise reduction programme with technical or organisational measures– Identify and, if necessary, separate off noisy areas, for example in workshops or construction machineand construction equipment control platforms– Ensure that ear protection is worn by the workers– Arrange for special occupation health "Noise" examinations as soon as the trigger value isreached– Keep a health file.3.4.13. Steel constructionDetermine the attachment points to be used by the PPEaf. Container officeHere the same conditions apply as in HPE's or the subcontractors' offices (e.g. fire extinguisher,testing of electrical appliances and equipment used, fire loads etc.)3.4.15. Cranes and operating cranesBefore starting crane work on the site each subcontractor must submit an installation plan for hiscranes showing the size, installation site and slewing radii. Cranes may only be installed after thisplan has been approved.The various cranes are co-ordinated by the client's or HPE's crane co-ordinator. The relevant subcontractormust provide his own crane co-ordinator for his own work if more than one crane is usedor complex lifting procedures are being carried out.Before work starts rules governing the right of way must be compiled for the cranes and agreedwith all parties involved.If there is more than one crane on the site they must be given specified numbers. In addition it mustbe possible for the individual cranes to communicate with each other, e.g. by radio. The appropriatefrequency will be disclosed by the client or HPE. The crane drivers must be able to communicatewith each other in a language in which all of them are proficient.The crane drivers must be trained for their job in accordance with local legislation and must be ableto prove this with certificates. They must be briefed and hired by the relevant subcontractor in writing.All cranes must meet the requirements of local laws. Appropriate proofs of the installation and functiontests must be kept on the site. It must be possible to examine the inspection logs on the site.After each crane is set up a copy of the relevant crane log must be submitted to HPE or the client.Travelling on loads and standing under swinging loads is strictly forbidden.The lifting equipment must be in good condition and labelled with the essential characteristics onthe lifting equipment. The lifting equipment must be checked every working day to ensure it is inperfect condition. In addition the lifting tool must be inspected depending on the conditions of usebut at least once a year by an authorised person (expert). The test logs must be kept on the siteand if necessary shown to HPE.Damaged chains or hooks must be removed from the site immediately. The hook safety latch mustbe serviceable at all times. Cables must be checked for broken wires, vibrations, crushing andbreaks. Only proper lifting tools must be used. If necessary spreaders and/or edge protection mustbe used in order to protect the lifting tool or the load from damage.For more substantial lifting work a detailed lifting plan must be agreed in advance with HPE and theclient.The approval of the client's site manager must be obtained for working with cranes less than 10 mapart.Before a crane can be brought into use all the forms regarding the qualification and suitability of thecrane driver and the crane as well as the lifting equipment must be provided.VOR180_1 Seite / Page 35 ÷ 56HPES-306-001-e-Standard HSE Plan Ausg. / Issue 03.2011
