Dok.-Nr. / Doc.-No.HPES-306-001-Standard <strong>HSE</strong> Plan englischEach subcontractor is responsible for briefing his staff about the content of the client's general andspecific site regulations before work starts.Subcontractors' duties regarding health and safety at work must be passed on to the relevant responsibleperson by each subcontractor in writing (see also Appendix 13).Every employee must hold a current safety pass.Informing and briefingWhen informing his employees in accordance with § 81 of the Industrial Constitution Law and § 14of the Health and Safety at Work Act, the subcontractor must take the required precautions to ensurethat the employees are given adequate information, particularly on the associated risks that arise from theavailable tools in their direct work environment even if they do not use these tools themselvesand if necessary, provide operating instructions for the tools used in their work in a form andlanguage that they can understand. The operating instructions must at least contain informationon the conditions of use, foreseeable malfunctions and the experience available regardingthe use of the tool.When briefing in accordance with § 12 of the Health and Safety at Work Act, the subcontractormust take the required precautions so that employees who use tools are given adequate instruction particularly about the risks associatedwith using them and the staff who are responsible for carrying out repair, servicing and conversion work are givenadequate special instruction.3.2.4.1. Training matrixBefore starting work the subcontractor must submit the <strong>plan</strong>ned training or briefing measures as amatrix (see Appendix 15).3.2.4.2. <strong>HSE</strong> motivationThe subcontractor is obliged to motivate his staff with regard to correct <strong>HSE</strong> behaviour. Incentivesor other measures are welcomed.3.2.4.3. Tidiness, cleanliness and disciplineTidiness and cleanliness on the site are necessary pre-requisites to ensure that work can be carriedout in a safety-conscious manner.If the subcontractor does not keep his working area tidy, HPE will engage a separate subcontractor.The costs will then be passed on.3.2.5. Adapted workSubcontractors must set up and maintain adapted workplaces for staff who are slightly injured orable to work to a limited extent. These do not necessarily have to be on the site.
