Dok.-Nr. / Doc.-No.HPES-306-001-Standard <strong>HSE</strong> Plan englisch3.1.6. <strong>HSE</strong> audits/ management reviewAs part of HPE's work management system <strong>HSE</strong> audits are organised in order to evaluate the effectivenessof the <strong>HSE</strong> <strong>plan</strong> and to work out measures to be implemented as part of the constantimprovement process. These audits are carried out by HPE's experienced, independent <strong>HSE</strong> safetyengineers.Accidents and near accidents must be systematically recorded, investigated and documented bythe subcontractors and HPE must be notified.A constant improvement process is a priority. The experiences of the building project should beused for future projects.3.2. Subcontractors' obligations3.2.1. Responsibility"If employees of more than one subcontractor are working on one site the subcontractors areobliged to work together on the implementation of the safety and health protection regulations. Ifthis is necessary for the safety and health protection of employees at work, depending on the typeof work the subcontractors must inform themselves in particular and their staff of the risks for thesafety and health of employees associated with the work and agree on measures to prevent theserisks.Depending on the type of work the subcontractor must ensure that the employees of other subcontractorswho are working in his operation have been given reasonable instructions on the risks totheir safety and health while they are working in his operation." (Employment Safety Act § 8)When using subcontractors HPE's construction manager is responsible for co-ordinating the workof the different subcontractors on the site. <strong>HSE</strong> staff will advise the construction manager on mattersof safety, health and environmental protection. This requirement will be taken into considerationat the various internal co-ordination meetings between the HPE managers and the subcontractors.Within his area of work each subcontractor bears full responsibility for the health, safety and wellbeingof his employees. The above paragraph applies in turn to any other particular subcontractorawards.The principal and HPE will try to separate the work of the different subcontractors on the site. In orderto minimise the dangers of different subcontractors working at the same time in one place theaforementioned work permit system will be implemented on the site (cf. Sec. 5.3).Safety and health protection co-ordination is normally performed by the client on the site. For thispurpose the client will try to obtain an agreement on safety and health protection co-ordination. Coordinationat HPE level (including subcontractors) will be organised by HPE.3.2.1.1. Contractor's responsible person/ language skillsAll work must be done under the management and supervision of a responsible person on site whois authorised to represent the contractor (e.g. site manager).
