HSE audits/ management reviewAs part of HPE's work management system HSE audits are organised in order to evaluate the effectivenessof the HSE plan and to work out measures to be implemented as part of the constantimprovement process. These audits are carried out by HPE's experienced, independent HSE safetyengineers.Accidents and near accidents must be systematically recorded, investigated and documented bythe subcontractors and HPE must be notified.A constant improvement process is a priority. The experiences of the building project should beused for future projects.3.2. Subcontractors' obligations3.2.1. Responsibility"If employees of more than one subcontractor are working on one site the subcontractors areobliged to work together on the implementation of the safety and health protection regulations. Ifthis is necessary for the safety and health protection of employees at work, depending on the typeof work the subcontractors must inform themselves in particular and their staff of the risks for thesafety and health of employees associated with the work and agree on measures to prevent theserisks.Depending on the type of work the subcontractor must ensure that the employees of other subcontractorswho are working in his operation have been given reasonable instructions on the risks totheir safety and health while they are working in his operation." (Employment Safety Act § 8)When using subcontractors HPE's construction manager is responsible for co-ordinating the workof the different subcontractors on the site. HSE staff will advise the construction manager on mattersof safety, health and environmental protection. This requirement will be taken into considerationat the various internal co-ordination meetings between the HPE managers and the subcontractors.Within his area of work each subcontractor bears full responsibility for the health, safety and wellbeingof his employees. The above paragraph applies in turn to any other particular subcontractorawards.The principal and HPE will try to separate the work of the different subcontractors on the site. In orderto minimise the dangers of different subcontractors working at the same time in one place theaforementioned work permit system will be implemented on the site (cf. Sec. 5.3).Safety and health protection co-ordination is normally performed by the client on the site. For thispurpose the client will try to obtain an agreement on safety and health protection co-ordination. Coordinationat HPE level (including subcontractors) will be organised by HPE.3.2.1.1. Contractor's responsible person/ language skillsAll work must be done under the management and supervision of a responsible person on site whois authorised to represent the contractor (e.g. site manager). The contractor must give the name ofthe responsible person and his deputy to the site contact person who is responsible for implementingthe order no later than 10 working days before work starts on the form indicated in Appendix13.The responsible person and his deputy must have the necessary reliability, technical qualificationsand physical suitability and have sufficient oral and written language skills to understand the in-VOR180_1 Seite / Page 18 ÷ 56HPES-306-001-e-Standard HSE Plan Ausg. / Issue 03.2011
Dok.-Nr. / Doc.-No.HPES-306-001-Standard HSE Plan englischstructions of the responsible HPE people in the business language used on the site and to be ableto pass these on to the employees used by the contractor in a language that they will understand.If it is necessary to perform his work the responsible person must entrust other supervisors (SV’s)with the management and supervision of the work on site and give the names of these in writing tothe contact responsible on the site for the implementation of the order before work begins. TheSV’s must be instructed by the responsible person in accordance with the briefings given him byHPE and in the same way must be suitable for managing and supervising the work on site (includinglanguage skills). This means they must have the necessary technical knowledge and knowledgeabout safety at work.If the responsible person uses one or more SV’s, he remains responsible for their supervision, aclear demarcation of their tasks and authorisations and for a controlled co-operation. If a SV isprevented from performing his duties and if no other SV can be used, the responsible person or hisdeputy must perform their tasks themselves.The contractor must ensure by suitable regulations that the responsible person and the SV’s thatmay be entrusted with them can take on the tasks and powers. In particular they must be entitledto the required authority with regard to the contractor's employees and also to the contractor's -subcontractor's employees. While the work is being carried out either the responsible person, hisdeputy or an SV commissioned by him, must be present and constantly within reach on the site.All the contractor's employees must be able to understand emergency instructions and be able toread warning notices and other instruction notices on the site. In addition, the contractor and hisstaff must be familiar with the meaning of the safety notices on the site.3.2.2. Subcontractors' HSE staff3.2.2.1. Number of safety at work specialistsThe number of HSE staff who are supplied by HPE and the subcontractors depends on the type ofwork to be done and the associated assessment of working conditions. The following table givesthe recommended numbers:Employees HSE Mgr HSE officer10 1>50 1 1>100 1 2>200 1 3>300 1 4The employees must be full time (except for 1) ).Depending on the results of the risk analyses and the subcontractors' HSE performance, if necessarythe number of HSE staff on the site may be higher or lower.
