Safety: no accidents and unforeseen incidents. Health: no complaints, illnesses and absences resulting from them. Environment: no complaints and pollutant emissions.2.5. SCCAll HPE staff on sites must have a valid safety certificate at SCC level/ document 17 or 18.Contractors/ subcontractors must have a certified health and safety at work management system(AMS) for the whole period that the job is being carried out and must prove this on request. Generallyaccepted certification procedures (e.g. SCC, OHSAS, SeSaM, BG procedures etc.) will beaccepted as proof. In some cases an assessment can be carried out in accordance with SCC doc. 10in consultation with and with the approval of HPE-PH. The contractor shall bear any costs for this.HPE is entitled to carry out checks on the validity of the information provided by the contractor at thecontractor's office premises at any time after prior notification. HPE will inform the contractor promptlyof the results of the evaluation of the check list.Subcontractors are responsible for ensuring that their subcontractors can also produce valid SCCcertificates. Appropriate lists must be sent to the HPE site HSE.2.6. Collaboration with our clientThe contract or the construction site regulations govern the collaboration with the client on HSErelatedissues.2.7. Valid rules and regulationsFor the project responsible people must be nominated who will ensure that safety, health and environmentalprotection regulations and the client's corresponding regulations are legally compliedwith (see Section 2.5 Organisation).Under the terms of the contract all subcontractors on the site must be informed of country-specificlegislation and standards. The following laws and regulations must be obeyed when carrying outthe work (this may not be a complete list):See 5.1 SpecificationsIt is every subcontractor's duty to look into the relevant legislation for the implementation of the project.In the event of differing regulations, the regulations that describe a higher protection goal must alwaysbe used.2.8. Based on guidelines, basic principlesand procedures the HSE plan describes the procedure that is used to detect and eliminate theseforeseeable risks and hazards.The specifications of the HSE plan must be applied by all subcontractors on the site under theterms of our contract.The HSE plan is based on already existing systems, such as SCC or OHSAS 18001.The HSE plan relates exclusively to the implementation phase on the site.Requirements for the HSE planThe client's HSE plan will serve as a basis and framework for the HSE plan.In turn the subcontractors must compile any amendments to this HSE plan as part of their services.HPE's HSE plan and the subcontractors' amendments will each apply as self-sufficient documents.Any written matter and documents about the construction time created in this connection will bebrought together as an HSE document when the building work has finished. Collaboration with subcontractorsis described in Sec. 3 .2.8.2. Requirements for the SiGe- planAnother important guideline for health and safety at work on the site is safety and health coordination(SiGe- co-ordination) normally by the client. A focal point of SiGe- co-ordination by theclient is the interfaces between the contract sections on the site. For this purpose an agreementwith the client on SiGe- co-ordination will be aimed at.The SiGe- plan will contain at least the following components:Description of the work to be carried out.Summary of the subcontractors involved in carrying out the work.Description of the basic HSE principles including the various procedures, processes, organisationalstructure, training, etc. in accordance with the actual processes on the site.Description of the emergency regulations for hazardous situations that could occur in his areasof work. Each emergency regulation suggested by the subcontractor must be submitted to theclient for checking.Complete determination and assessment of risks in compliance with the relevant legislation andusing the following principles:As far as possible avoidance of risks by eliminating the direct cause.Taking the latest available technology into consideration under the terms of health andsafety at work.Collective protection is to take before individual protection.Taking the best available technology into consideration under the terms of environmental,waste and waterways protectionName of the HSE specialist for the planning phase,Name of the HSE specialist for the implementation phase,Ways in which collaboration between the main contractor and subcontractor and his subcontractorswill be carried out on the site, which precautions will be taken for this and in which waythese precautions will be monitored.Methods of briefing and instructing his contractors and his subcontractors.VOR180_1 Seite / Page 9 ÷ 56HPES-306-001-e-Standard HSE Plan Ausg. / Issue 03.2011
