Dok.-Nr. / Doc.-No.HPES-306-001-Standard HSE Plan englischA complete list of work that requires a permit will be published by the safety and health protectionco-ordinator (SiGeKo) and the construction supervisor in the SiGe- plan.Work permits are only valid for the specific work in a specific place for the specified people carryingout the work. Work permits must be kept in the place the work is being done and produced on request.After the work has been completed the work permit must be handed back to the subcontractor'sresponsible person. The misuse of the work permit system will entail disciplinary measuresand could lead to expulsion from the site.3.4.4. Traffic3.4.4.1. Entrances and exitsEntrances and exits are normally monitored by an external security service which is engaged by theclient.3.4.4.2. Access controlThe companies' employees must be registered in writing by HPE two weeks before starting work atthe site. Following a safety-related site briefing (initial briefing) a personal site pass will be issued.The supply of materials must be notified to the HPE site manager at least 24 hours in advance inwriting.Private cars may not access the site and must be parked outside. All subcontractors' vehicles musthave the name of the relevant company on them. The access permit must be fixed in the vehicle sothat it is visible.Material and equipment carried on HGV’s must be secured in accordance with the regulations.Loose material, such as earth, sand, waste etc. must be covered before leaving the site. Projectingmaterial must be indicated by a red flag.Motorised machines must not be left unattended during operation.The dimensions of the access paths to the HPE work area or the particular work area must be sufficientto ensure that there is no hindrance by or to other vehicles. If possible crossings must becreated. The manoeuvring and reversing of HGV’s and vehicles with trailers must be possible withoutany risk. Reversing must be avoided as far as possible. In principle a suitable banksman mustbe used for this. Traffic routes must be marked.All access ways must be kept in good condition. Traffic routes must not be blocked by waste, materials,cable runs or other obstacles. Special attention must be paid to the suitable routing of powercables. Running over unprotected cables is not permitted.Trenches, shafts and holes in the ground must be covered in accordance with the regulations witha solid cover that cannot be moved or they must be cordoned off with a sufficient distance betweenthem and the cordon. Edges on traffic routes on the construction site, on roofs, in the building or onworking platforms must be provided with side protection or cordoned off.Working areas and traffic routes in the subcontractors' own work areas must be lit and checkedregularly in accordance with the regulations.Dust build up must be kept to a minimum. In order to prevent dust occurring roads and paths in ourconstruction section must be sprinkled with water if necessary. Dry sweeping is not permitted. Ifnecessary the surfaces must be dampened or suction devices must be used. If possible rain watershould be used. The client must be notified of any environmental-related contamination.Traffic on the site roads must not be obstructed or endangered by temporarily stored materials andconstruction aids.The client must be notified immediately of any traffic influencing measures (e.g. construction workin road areas such as sewer work, setting up platforms for lifting people, cranes, scaffolding) in orderto ensure that sufficient insurance is in place.3.4.4.4. Special transportFor the special transportation of bulky or heavy goods the contractor must inform the client in goodtime about the road conditions and take all necessary safety precautions. In particular care must betaken with narrow areas, thoroughfare heights, superstructures (e.g. pipe bridges), control andelectrical cables laid on the road etc.Accompanying personnel must be requested in good time from the client in order to manage andsecure special transport (e.g. workplace safety).3.4.4.5. Traffic regulationsThe provisions of the Highway Code and the Road Traffic Licensing Regulations and special companyregulations apply to all road users on the site and in the external car parks.In particular all vehicles and machines must be in a safe operational condition at all times (compliancewith MOT regulations and Accident Prevention and Insurance Association regulations).The maximum speed is 20km/h unless there are any regulations to the contrary.Rail vehicles have right of way in principle. Track junctions have no special marking.The rail service manager must be informed of any restriction to the normal clearance on the rails.3.4.4.6. Driving and parking vehiclesAccess to the site or to the company must only be via the traffic routes provided for this. Vehiclesmust only be parked where they do not hinder or block the flow of traffic, the rail tracks, the fire brigade,fire extinguishing equipment (e.g. hydrants), emergency exits or entrances or exits.3.4.4.7. Working in the track areaWork on the track area must only be carried out after consultation with the client and the approvalof the rail service manager.A sufficient safety margin from the outer edge of the rail must be observed if it is necessary to stopand park near the tracks.The clearance profile of the tracks must be kept clear at all times.The client must inform his staff of any special dangers in the track areas including any associatedprecautions (BGV D33).VOR180_1 Seite / Page 27 ÷ 56HPES-306-001-e-Standard HSE Plan Ausg. / Issue 03.2011
