UDited Nations neYelopment ProgrammeIt is always a great pleasure for me tobe at CIMMYT. as UNDP and CIMMYThave had a long-standing relationship ofa special nature with each o<strong>the</strong>r. WhenBob Havener and Arthur Klatt kindlyinvited me to come to this conferenceon tropical wheat. I readlly accepted <strong>the</strong>invitation. Whlle I have been asked tobe a keynote speaker at this conference.which is strictly devoted to research ontropical wheat. I would also like to giveyou an overview of UNDP's globalagricultural research and relatedactivities. including support to researchon tropical wheat. To begin with. Iwould like to proVide a brief historicalperspective of <strong>the</strong> Global andInterregional Programme which I havedirected since its inception in 1971.The visit of Paul Hoffman. <strong>the</strong> firstAdministrator of UNDP. to <strong>the</strong>International Rice Research Institute in<strong>the</strong> PhUlppines in 1969. and oursubsequent contacts with CIMMYT. ledto <strong>the</strong> genesis of UNDP's Division forGlobal and Interregional Projects(DGIP). The idea was that UNDP. as <strong>the</strong>world's most broadly based partnershipfor technical cooperation. had both <strong>the</strong>opportunity and <strong>the</strong> obUgation toincrease its involvement indevelopment efforts with potentiallyworld-wide impact. In January 1970.UNDP's Governing Councll approvedsupport for "Global One." aninternational effort to develop highproteinvarieties of maize. a food cropimportant in <strong>the</strong> diets of mlllions ofpersons throughout <strong>the</strong> world. Withthis project. UNDP embarked upon anew form of development support: basicscientific research aimed at finding newsolutions for old problems. in this case.improved nutrition. This began ourlong-standing and fruitful cooperationwith CIMMYT. which in effect helpedcreate <strong>the</strong> concept of UNDP's globalresearch. <strong>the</strong> results of which could bespread to a wide spectrum ofdeveloping countries. Some years havepassed since "Global One" began fullscaleoperations and. during this time.UNDP's Global Program has grown intoa worldwide collaborative researcheffort of <strong>the</strong> highest scientific quality. Acomplementary program of interregionalactivities is designed to spreadresearch results and to assistdeveloping countries in o<strong>the</strong>r areasrequiring international cooperation.Today. <strong>the</strong> combined program spansfive areas of critical importance todeveloping countries:• Food and agriculture• Health. including drinking water andsanitation• International economic relations andeconomic cooperation amongdeveloping countries• Energy• Human resourcesMore than 100 developing countries areparticipating in projects currentlyunder implementation in <strong>the</strong>se varioussectors.Two basic convictions underlie all of<strong>the</strong> GloballInterregional Programme'sactivities. The first is that every seriousdevelopment must be accompanied bya constant search for new knowledgeand new approaches which strike notonly at <strong>the</strong> symptoms but at <strong>the</strong> causesof underdevelopment. The second isthat many problems faced bydeveloping countries can be dealt wi<strong>the</strong>ffectively only within a framework of
global cooperation that permits apooling and exchange of knowledge.skills and experience. Over <strong>the</strong> years.<strong>the</strong> Global and InterregionalProgramme has proved to be a highlyuseful vehicle for promoting suchcooperation. both among developingcountries <strong>the</strong>mselves. and betweenUNDP. o<strong>the</strong>r international donors andrecipient countries. The Programme's"multiplier effect" has been substantial.Between 1971 and 1982. for example.US$ 104.2 million of UNDP's global andinterregional funds have helped togenerate. and have been pooled with.an additional US$ 1.816.3 millionmobilized from o<strong>the</strong>r sources in supportof common efforts. This represents anamount nearly 17th times larger than<strong>the</strong> catalytic UNDP contribution.Ano<strong>the</strong>r great strength of <strong>the</strong>Programme has been <strong>the</strong> opportunity ithas prOVided for UNDP to pioneer andinnovate. Respecting always <strong>the</strong>Importance of close consultation withgovernments. United Nations agencies.foundations and o<strong>the</strong>rs capable ofgiving advice in formulating <strong>the</strong>Programme and developing individualprojects. we have been able to embarkupon a number of promising newapproaches to problems which havehistorically plagued mankind. Andthus. with a bit of Imagination. carefulplanning and tight management andmonitoring. <strong>the</strong> program has. in manycases. helped to convert promise intoreality.As in so many worthwhile endeavors.resources are at best low and one is ledto question how hunger can be attackedwith hunger. Yet somehow we havemanaged. and I hope that in <strong>the</strong> yearsahead <strong>the</strong> level of resources at UNDP'sdisposal will permit not only acontinuation of UNDP global andinterregional activities. but <strong>the</strong>irexpansion. Few o<strong>the</strong>r activitiessupported by international systems ofassistance have been more responsiveto <strong>the</strong> call of <strong>the</strong> Preamble of <strong>the</strong>Charter of <strong>the</strong> United Nations to"employ international machinery for<strong>the</strong> promotion of <strong>the</strong> economic andsocial advancement ofall peoples."There are two features of UNDP's globalactivities which set <strong>the</strong>m apart from <strong>the</strong>typical UNDP-supported project. Thefirst Is that <strong>the</strong>y are research-orientedactivities which involve a complex andlong-term process including:• Fundamental research;• Field testing or clinical trials:• Fur<strong>the</strong>r research to adapt results todiverse conditions prevailing indifferent countries and regions of <strong>the</strong>world;• Training of large numbers ofnational scientists and technicians in<strong>the</strong> application of results. and• Streng<strong>the</strong>ning agricultural andhealth services to achieve effectivedelivery.By its nature. this is a process whichrequires sustained long-term support ata minimum level over a 10 to IS-yearperiod in many cases and. frequently.longer. I have stressed this pointrepeatedly over <strong>the</strong> years. and I do soagain today.I also stated earlier that ano<strong>the</strong>r uniquefeature of <strong>the</strong> global activities is that<strong>the</strong>y represent a collaborative effortsupported jointly by UNDP and a largenumber of o<strong>the</strong>r donors. as well asdeveloping countries <strong>the</strong>mselves. Tomobilize <strong>the</strong> needed resources. UNDPhas helped promote and has played akey role with o<strong>the</strong>r organizations. bothwithin and without <strong>the</strong> United Nationssystem. in building up several majorconsortia which now provide hundredsof millions of dollars annually foragricultural and health research. Themost prominent example is <strong>the</strong>Consultative Group on InternationalAgricultural Research (CGIAR). ofwhich UNDP is a co-sponsor. toge<strong>the</strong>rwith FAO and <strong>the</strong> World Bank.
