The Local-Use Approach to <strong>the</strong> Introductionof Wheat in a Nonproducing Country: ThailandJ.G. Connell, Local Utilization Program, Sou<strong>the</strong>ast Asia RegionalWheat Program, CIMMYT, Bangkok, ThailandAbstractWheat in <strong>the</strong> more tropical countries has a previously unrecognized potentialforincreasing basicfood production in <strong>the</strong> off-season. In nor<strong>the</strong>rn Thailand, <strong>the</strong>acceptance ofwheat prepared in ways to suit traditional cooking methods andpreferred tastes has been good; somefarmers have already begun plantingwheatfor home consumption. Home-scale bakeries are being established,creating a local marketfor wheat. This local-use approach to <strong>the</strong> introduction ofwheat is providing localfarmers with valuable experience, and wheatproduction can later be expandedfrom this beginning.321One of <strong>the</strong> major problems ofintrodUcing wheat into nonproducingcountries is that of finding a market forthat wheat as production commences.The large. mechanized flour mills arenot keen to accept <strong>the</strong> small lots ofwheat of differing quality that isinitially produced by <strong>the</strong> farmers. Thefarmers, on <strong>the</strong> o<strong>the</strong>r hand, want to seea market before <strong>the</strong>y begin plantingwheat. In Thailand. this problem mayhave been by-passed through a localuseapproach. which encouragesfarmers to begin planting wheat for<strong>the</strong>ir own consumption. In <strong>the</strong> 1983-84season. nearly 1,000 kg of wheat seedwas planted for ~ome consumption.In <strong>the</strong> more tropical countries wherewheat is being introduced, rice is <strong>the</strong>staple food. and <strong>the</strong> possibility thatwheat might be accepted into <strong>the</strong>traditional diet is often not considered.However. wheat has an importantpotential to increase basic foodproduction and improve nutrition in<strong>the</strong>se areas, since 1) rainfed wheat canbe an additional food crop during <strong>the</strong>cool, dry season when nothing waspreviously grown and 2) <strong>the</strong> nutritionalvalue of wheat is high. with nearlydouble <strong>the</strong> protein content of rice, aswell as much higher amounts ofvitamins Band E. Also. many areas.such as nor<strong>the</strong>rn Thailand. that aresuitable for grOWing wheat are ricedeficientareas. These factors formed<strong>the</strong> initial stimulus for <strong>the</strong> local-useapproach.Including Wheatin <strong>the</strong> Local DietThe local utilization of wheat is alreadysomething of a reality in Thailand. Oneof <strong>the</strong> keys to <strong>the</strong> acceptance of wheatby <strong>the</strong> local people has been <strong>the</strong>development and adaptation of foodsthat fit into <strong>the</strong> typical Thai diet,confonning with <strong>the</strong> traditional ways ofpreparing food as well as with <strong>the</strong>preferred tastes. Wheat is utilized inthree fonns in <strong>the</strong> preparation of <strong>the</strong>mainly Chinese-type foods:• As whole wheat. boiled and added torice and curries. fried with vegetablesand used for desserts;• As cracked wheat in boiled porridgewith vegetables and pork. in chilipaste eaten with rice, in taboolehsalad with chilies and in desserts withcoconut milk. and• As whole-meal flour. in flat, yeast,baked or steamed breads. in noodlesand as gluten for meat substitutes.
