If we want to win the war ‣ effective coordination and cooperation amongst the affectedNations, States, Districts or Teams;‣ better weaponry and logistics;‣ collection and timely use of operative intelligence;‣ laying ambushes;‣ wooing the locals and weaning them away from the Maoistsfold through a policy of all-out friendship and all-out forceor with an iron hand in a velvet glove; and‣ establishing village level cells for all sections of society.• 2nd Principle: “God is on the side of best shots.” The famousFrench political thinker, Voltaire, had said, ‘God is on the sideof not heavy battalions, but of best shots.” It underscores thepre-eminence of training and training - a meticulous sustained‣ courage, commitment and loyalty to the cause we aresupposed to advance;‣ physical endurance and mental alertness;‣ ‣ expertise in jungle warfare and tactics; and‣ team-spirit and empathy.76 January - March, 2013
