6 Narrow<strong>in</strong>g the frontierMid-n<strong>in</strong>eteenth centuryefforts to delimit <strong>and</strong> map thePerso-Ottoman boundaryRichard SchofieldSUMMARYDrawn for the most part from a familiarity with the relevant British primarysources, this chapter chronicles the vexed process of narrow<strong>in</strong>g the Perso-Ottoman frontier dur<strong>in</strong>g the mid-n<strong>in</strong>eteenth century. Hav<strong>in</strong>g established thatthese borderl<strong>and</strong>s had long functioned as a traditional frontier or border march,it then scrut<strong>in</strong>izes the roles played by Brita<strong>in</strong> <strong>and</strong> Russia (as the <strong>in</strong>terventionarypowers) <strong>and</strong> by the Ottoman Empire <strong>and</strong> <strong>Persia</strong> as the localsovereigns <strong>in</strong> these efforts to narrow a disputed <strong>and</strong> impermanent zone <strong>in</strong>toa mappable l<strong>in</strong>e from 1843 to 1876. It will be argued that Brita<strong>in</strong>’s rationalefor stabiliz<strong>in</strong>g the frontier – cast<strong>in</strong>g <strong>in</strong> stone the territorial balance that theyestimated to prevail along the borderl<strong>and</strong>s <strong>in</strong> 1843 – was not only flawed <strong>in</strong>pr<strong>in</strong>ciple but impossible, <strong>in</strong> practice, to establish on the ground on any conv<strong>in</strong>c<strong>in</strong>gbasis. Brita<strong>in</strong> would demonstrate <strong>in</strong> all of this that its underst<strong>and</strong><strong>in</strong>gof a socially <strong>and</strong> historically complex borderl<strong>and</strong>s was rather superficial.If this was one reason why the project rema<strong>in</strong>ed unf<strong>in</strong>ished <strong>in</strong> the mid-1870s,the ma<strong>in</strong> one was that Brita<strong>in</strong> <strong>and</strong> Russia did not possess the authority toimpose the settlement they sought. Nevertheless, one consequence of this imperialproject was to progressively <strong>in</strong>stil a more developed territorial consciousnessor defensiveness <strong>in</strong> the local disputants, whereby territorial def<strong>in</strong>ition <strong>in</strong> itselfwould become a major component of identity <strong>and</strong> rivalry. Customary transboundarymovements would <strong>in</strong>creas<strong>in</strong>gly be viewed by central authority <strong>in</strong>Constant<strong>in</strong>ople <strong>and</strong> Tehran as unwanted violations of national territory.Essentially, it will be argued that the Ottoman Empire saw participat<strong>in</strong>g <strong>in</strong>efforts to settle the frontier question as a chance not only to familiarize itselfwith remote <strong>and</strong> <strong>in</strong>accessible terra<strong>in</strong> but to actually materially improve itsterritorial def<strong>in</strong>ition at the expense of <strong>Persia</strong>. For its part, <strong>Persia</strong> wasnotably pragmatic throughout this episode, believ<strong>in</strong>g that it would secure amore favourable def<strong>in</strong>ition by support<strong>in</strong>g the efforts of the mediat<strong>in</strong>gpowers than it would by confront<strong>in</strong>g Constant<strong>in</strong>ople directly.The paper consists of three ma<strong>in</strong> chronological sections. First it detailsthe trials <strong>and</strong> tribulations of the Turco-<strong>Persia</strong>n Boundary Delimitation Commissionbetween 1850 <strong>and</strong> 1852.
