Narrow<strong>in</strong>g the frontier 167<strong>and</strong> accept any l<strong>in</strong>e with<strong>in</strong> the zone laid down by the Mediat<strong>in</strong>g delegates”. 50It will be recalled that a half a decade earlier, a pragmatic Tehran had signalleda similar read<strong>in</strong>ess. By now, Brita<strong>in</strong> was confident a settlement mightf<strong>in</strong>ally be broached <strong>and</strong> the Foreign Office produced a series of memor<strong>and</strong>ap<strong>in</strong>po<strong>in</strong>t<strong>in</strong>g the rema<strong>in</strong><strong>in</strong>g issues of contention that would need to beresolved en route to settlement. 51 Hav<strong>in</strong>g convened dur<strong>in</strong>g June <strong>and</strong>September 1875 to establish the procedural basis upon which delimitationmight be accomplished, the commission met up <strong>in</strong> January 1876, supposedlyto review the respective boundary claims of the Ottoman <strong>and</strong> <strong>Persia</strong>n governments.It would prove to be its last sitt<strong>in</strong>g. Here Dervish Pasha duly presenteda trac<strong>in</strong>g (<strong>in</strong> gold) of the frontier claimed by Constant<strong>in</strong>ople with anexplanatory memor<strong>and</strong>um, “but, ow<strong>in</strong>g to a misapprehension on the part ofthe <strong>Persia</strong>n Commissioner, the <strong>Persia</strong>n Memor<strong>and</strong>um <strong>and</strong> trac<strong>in</strong>g were notready”. 52 And they would not be for a further six months (when a boundaryclaim traced <strong>in</strong> silver was received) by which time the Serbian <strong>War</strong> wasabout to break out. This subsequently absorbed all the Ottoman government’senergies <strong>and</strong>, frustrat<strong>in</strong>gly, halted the proceed<strong>in</strong>gs of the commission, justwhen it appeared they were mak<strong>in</strong>g real headway. Yet the mediat<strong>in</strong>g commissionershad to carry the blame themselves to a certa<strong>in</strong> extent, tak<strong>in</strong>g aneternity to get the aforesaid Ottoman <strong>and</strong> <strong>Persia</strong>n memor<strong>and</strong>a translated (seebelow). Kemball would himself state dur<strong>in</strong>g February 1877 that there wasno prospect of the commission resum<strong>in</strong>g its activities for the <strong>in</strong>def<strong>in</strong>itefuture. A later letter from Kemball, dated 14 March 1848, effectively w<strong>in</strong>d<strong>in</strong>gup the commission, also embodies British frustrations:As desired by your Excellency, I have the honour to state, <strong>in</strong> the matterof the progress made <strong>in</strong> the settlement of the Turco-<strong>Persia</strong>n boundary,that the labours of the Jo<strong>in</strong>t Commission had reached their f<strong>in</strong>alstage, when they were suspended by the outbreak of war with Servia.After many sitt<strong>in</strong>gs, which rema<strong>in</strong>ed without effect <strong>in</strong> reconcil<strong>in</strong>g the longst<strong>and</strong><strong>in</strong>gdifferences between the two countries, the Turkish <strong>and</strong> <strong>Persia</strong>nCommissioners had consented respectively to embody their pleas <strong>in</strong>memor<strong>and</strong>a to be submitted to the appreciation of the Delegates of themediat<strong>in</strong>g Powers, but the preparation of the certified translations of thesememor<strong>and</strong>a (which by my Russian colleague was deemed to be <strong>in</strong>dispensable)had been so much delayed as to prevent our consider<strong>in</strong>g seriatimthe matters <strong>in</strong>volved, <strong>and</strong> record<strong>in</strong>g our conclusions regard<strong>in</strong>gthem <strong>in</strong> an official form. 53Whether or not Kemball <strong>and</strong> Zelenoi ever got the memor<strong>and</strong>a translated totheir ultimate satisfaction rema<strong>in</strong>s unclear but privately, at least, they didcome up with a compromize l<strong>in</strong>e of their own that bisected the boundaryl<strong>in</strong>e claims of the local powers with<strong>in</strong> the mapped borderl<strong>and</strong>s. They hadreservations about their achievement that was never broached to the localpowers. As Kemball later commented <strong>in</strong> June 1880:
