FY14-15 APG PROGRESS UPDATE<br />

To assess our progress towards increasing the energy efficiency and health of the nation’s housing stock, HUD<br />

tracks the number of newly constructed or retrofitted housing units that are healthy, energy-efficient, and/<br />

or meet green building standards. In light of funding challenges - including the expiration of the Recovery<br />

Act funds which had funded a significant portion of our units towards this goal over the past four years - the<br />

progress made in achieving this objective is noteworthy. Through the 4th quarter of fiscal year 2014, HUD<br />

has completed 76,337 green or healthy units, exceeding the fiscal year 2014 target by 1,990 units. Of the<br />

completed green or healthy units, 54,767 units, or 71.7 percent, were energy-related, and the remaining<br />

21,570 units were lead hazard control or healthy housing retrofits funded through HUD’s Office of Lead Hazard<br />

Control and Healthy Homes.<br />

ENERGY-RELATED UNITS BY PROGRAM OFFICE:<br />

• CPD: The Office of Community <strong>Plan</strong>ning and Development (CPD) completed a total of 7,923<br />

energy retrofits in fiscal year 2014. The CPD units completed to date consist of new HOME and<br />

Community Development Block Grant (CDBG)-funded units meeting the Energy Star Certified<br />

Homes standard. Reduced appropriations for the HOME program have led to lower unit production<br />

overall. As a result, the number of Energy Star units produced by the HOME program fell<br />

approximately 1,000 units short of the fiscal year 2014 target.<br />

• Multifamily Housing: The Office of Multifamily Housing completed 16,649 green units in fiscal<br />

year 2014. The following Multifamily Housing programs are included in this total: FHA Multifamily<br />

Endorsements with green features, the Mark-to-Market Program, Section 202, Section 811, Green<br />

Preservation Plus Program.<br />

• Single Family Housing: The Office of Single Family Housing has completed 767 units in fiscal year<br />

2014, exceeding its target by 42 units. The following Single Family Housing programs are included<br />

in this total: FHA’s Title I PowerSaver Program, FHA’s PowerSaver Pilot 203(k) Program, and the<br />

Energy Efficient Mortgage (EEM) program. Although the EEM program fell short of its target by 103<br />

units, the strong performance by the PowerSaver programs, completing 145 units beyond the fiscal<br />

year 2014 targets, helped HUD close the gap.<br />

• PIH: The Office of Public and Indian Housing (PIH) has completed 29,428 retrofits or new green<br />

units in fiscal year 2014. The PIH units include developed energy efficient units through mixed<br />

financing streams, Energy <strong>Performance</strong> Contracts (EPC), and energy upgrades funded through the<br />

Public Housing Capital Fund. EPC units – which comprise the largest portion to date of PIH’s share<br />

of energy efficient or healthy retrofits or new construction – exceed fiscal year target by over 4,700<br />

units.<br />

LEAD HAZARD CONTROL AND HEALTHY HOMES UNITS BY PROGRAM OFFICE:<br />

• OLHCHH: The Office of Lead Hazard Control and Healthy Homes (OLHCHH) completed 21,570<br />

units in fiscal year 2014. OLHCHH achieved 94 percent of its target despite activities being<br />

adversely affected by a number of factors, including severe winter weather conditions during the<br />

winter of 2014, the limited supply of certified lead contractors, and rising costs per unit. OLHCHH<br />

grantees work to mitigate environmental hazards for improved health outcomes in housing,<br />

prioritizing units where children are present. In addition to reporting on a variety of lead hazard<br />

control and healthy housing grant programs, OLHCHH also reports data on its enforcement<br />
