FY14 APR PROGRESS UPDATE<br />

The Office of Fair Housing and Equal Opportunity (FHEO) is leading the enterprise-wide effort to incorporate<br />

Affirmatively Furthering Fair Housing (AFFH) principles into all of the Department’s programs and initiatives.<br />

FHEO has also introduced new performance indicators that better reflect the Department’s focus on cases<br />

that are likely to result in substantial and broad-based relief. Reported results on the indicators measuring<br />

number of people receiving relief were much better than anticipated due to a small number of cases with<br />

very high reported relief. Although these cases are considered outliers and may not be representative of likely<br />

performance in any given year, the Department remains committed to improving the delivery of fair housing<br />

services, education, and outreach.<br />

MAJOR MILESTONES<br />

• Affirmatively Furthering Fair Housing (AFFH)<br />

1/5/2015 Affirmatively Furthering Fair Housing (AFFH) final rule will have been processed through<br />

HUD departmental clearance and forwarded to Office of Management and Budget (OMB).<br />

Achieved as of this publication.<br />

3/30/2016 In conjunction with PD&R, FHEO will have developed a plan to measure reductions in<br />

segregation due to implementation of the AFFH rule.<br />

• Fair Housing Collaboration (Providing high-quality fair housing training to stakeholders)<br />

4/30/2015 The fair housing clearinghouse website for the management, storage and sharing of key fair<br />

housing information and outreach documents for HUD employees and grantees will have<br />

been announced to the public.<br />

9/30/2015 FHEO’s processes will have been transformed to better integrate new work emphases that<br />

includes AFFH, Section 3, and systemic investigations.<br />

9/30/2015 FHEO will have developed a measure for assessing the effect of targeted education and<br />

outreach efforts.<br />

9/30/2016 Fair housing topics will have been incorporated into existing technical assistance delivery by<br />

program offices.<br />

9/30/2016 Internal understanding of fair housing in HUD’s mission will have been increased by<br />

developing and implementing training for HUD staff.<br />
