performance metrics.<br />

• Increase opportunities for small business. Improve HUD’s small business opportunities through<br />

enhanced market research and early collaborative planning. OCPO and the Office of Small and<br />

Disadvantaged Business Utilization (OSDBU) will develop acquisition tools and procedures to<br />

enhance market research fostering identification of a broader base of small businesses with core<br />

disciplines consistent with HUD’s mission. These tools will be launched through a multi-educational<br />

approach to the acquisition workforce, including instruction, simulation, case studies and<br />

experiential sharing.<br />

• Optimize the use of acquisition strategies. Utilize internal and external acquisition vehicles that<br />

leverage HUD’s and the government’s buying power in order to optimize successful contractual<br />

outcomes and reduce costs. These strategies include Best Value – Lowest Priced Technically<br />

Acceptable – evaluation methods, strategic sourcing initiatives, increased competition, reduced use<br />

of risky contracts, and the use of more fixed price and performance-based strategies.<br />

FY14 APG PROGRESS UPDATE<br />

HUD missed its target for requisitions released by their target release date but exceeded its target for awards<br />

meeting their target award date (among those released on time). The total number of days to contract award<br />

by acquisition strategy was also a mixed success with several exceeding their targets and a few missing. While<br />

the Department still plans to create a new job series and position of the Contracting Officer Representative to<br />

overhaul the role of program office personnel in the acquisition process, these efforts have been delayed.<br />

OCPO will work to professionalize the Contracting Officer Representative job series and<br />

program at HUD in order to remove ambiguities created by our current practice, align<br />

HUD with the rest of the Federal Government, and allow for all stakeholders to participate<br />

in performance management of CORs.<br />

The milestone date was changed from 2015 because the Acting Deputy Secretary indicated that HUD will not begin launch until<br />

10/1/2015. The implementation date was also modified because of potential budget implications that some offices had not included in<br />

their budget submissions.<br />
