on a review of PIC reporting on line 4C (homeless at admission) of the Form 50058, PIH found that<br />

some PHAs were not reporting in this field accurately, or were reporting “no” for all applicants, whether<br />

homeless or not.<br />

• Measurement Validation, verification, and improvement of measure: PIH issued guidance in the form<br />

of Notice PIH 2013-15 to help correct the data quality issue.<br />

period of time will be needed to improve the quality of data collection, identify and resolve problems, and<br />

to establish baselines.<br />
