for <strong>Defense</strong> (SUBDEF)—could initiate a four-year period military <strong>and</strong> resources planning. It alsoreflects the commitments undertaken with international organizations in which Spain participates.I would like to emphasize four aspects of the National <strong>Defense</strong> Directive:• First, this directive is designed to make a comprehensive approach to security<strong>and</strong> defense in which, the unique action of the state, is synonym of the wholeGovernment’s involvement in the defense of our interests <strong>and</strong> values, <strong>and</strong> theconfluence of civilian instruments together with military, public <strong>and</strong> private ones. Asfor the Armed Forces, this Directive provides specific guidelines on the contributionof the <strong>Defense</strong> to National <strong>Security</strong> <strong>and</strong> vice versa.• On the other h<strong>and</strong>, this directive stresses the need for the defense policy to have astrong social <strong>and</strong> parliamentary support so that it will be a genuine State policy. Italso shows Spain’s commitment to the defense of international peace <strong>and</strong> security,while fully respecting international law <strong>and</strong> the exercise of multilateralism, as ameans towards concerted action <strong>and</strong> conflict resolution.• Furthermore, it is the first Directive that is not drawn up within the exclusive domainof the Ministry of <strong>Defense</strong>, but within the <strong>Defense</strong> Interministerial Commission,working body of the National <strong>Defense</strong> Council, with the collegial effort ofPresidency of the Government, Ministry of the Interior, Ministry of Foreign Affairs<strong>and</strong> Cooperation <strong>and</strong> the Ministry of Economy <strong>and</strong> Finance, as well as with theNational Intelligence Center (CNI), the Chief of <strong>Defense</strong> (EMAD) <strong>and</strong> the Army,Navy <strong>and</strong> Air Force Chiefs of Staff.• Finally, it contains a guideline for <strong>Defense</strong> to cooperate in the drawing up ofa Spanish <strong>Security</strong> Strategy, which includes the values <strong>and</strong> interests on which itis based; analyzes the risks, threats <strong>and</strong> vulnerabilities, as well as their causes;establishes action frameworks <strong>and</strong> contains the foundations of national interests,ensuring the respect to constitutional values <strong>and</strong> international treaties subscribedby Spain. This process, which has been led by Javier Solana, is already finalized,pending the definite approval of the President of Government.• Hence, among the fundamental axes which define our defense policy in theinternational field, our relations with the countries of this Hemisphere <strong>and</strong> thisregional area as a whole, are envisaged in 5 of the 10 directives provided by theNational <strong>Defense</strong> Directive 1/2008. These are:1. Support to the Spanish contribution to peace <strong>and</strong> humanitarian operations within theframework of the UN <strong>Security</strong> Council.2. Boost to Common <strong>Security</strong> <strong>and</strong> <strong>Defense</strong> Policy (CSDP).3. Active participation in the initiatives of an extended <strong>and</strong> transformed NATO.4. Re<strong>info</strong>rcement of EU-NATO relations.5. Contribution to increasing security in the Mediterranean.6. Privilege of a solid <strong>and</strong> balanced relationship with the US.7. Closer relations with the countries of the Ibero-American Community of Nations.8. Contribute to the promotion of peace, prosperity <strong>and</strong> stability in the Africancontinent.9. Continuous support to the efforts carried out by the International Community in thestabilization <strong>and</strong> reconstruction of Afghanistan.10. Spain-US RelationsAmong all the directives, the enhancement of Spain-US relations is pivotal to our country.This relation, based on unquestionable historical <strong>and</strong> cultural bonds, is being strengthened in thepast few years in a robust <strong>and</strong> balanced manner, on the basis of mutual respect, as it was expressed bythe <strong>Defense</strong> Minister before the Congress <strong>Defense</strong> Committee in her first parliamentary appearanceof this legislature on June 30th, 2008.However, from a political viewpoint, our bilateral cooperation in the defense field goes back tothe first agreements signed in 1953. Currently, this cooperation is ruled by the Agreement on <strong>Defense</strong>Cooperation of December 1st, 1998, revised by the Amendment Protocol of April 10th, 2002, in forcesince February 12th, 2003. This Protocol is valid for 8 years, that is, until February 12th, 2011, <strong>and</strong> itmay be extended automatically for one-year periods.In fact, my visit to this beautiful city of Washington, takes place on the occasion of the meetingof the High-Level Bilateral <strong>Defense</strong> Committee, established in 2002. This Committee is the bodyresponsible for carrying out political consultations in the defense field between Spain <strong>and</strong> the UnitedStates. Its Executive Body has already met in 2003, 2005, 2007, 2008 <strong>and</strong> 2009.In this context, besides the important support that Spain offers to US operations in Europe, Africa<strong>and</strong> the Middle East, through our Moron <strong>and</strong> Rota Bases, there are many other scenarios where wework together to bring peace <strong>and</strong> prosperity to different regions in the world. This joint effort reflectsboth the excellent relationship between our countries, <strong>and</strong> that we are on the same wavelength.On AfghanistanBoth, Spain <strong>and</strong> the US, share the lines of NATO’s new strategy for Afghanistan, which arebased in the progressive “afghanization,” the re<strong>info</strong>rcement of Afghan <strong>Security</strong> Forces, <strong>and</strong> thedevelopment of the country. Also, we consider that the regional approach is key to the success ofthis mission.Particularly, Spain is carrying out an important effort in the International <strong>Security</strong> AssistanceForce (ISAF). Our contingent is about 1,500 (1,477) military personnel of the more than 130,000from 48 countries, which contribute to the improvement of Afghanistan’s security conditions, itsdevelopment <strong>and</strong> governance.All the allies, including the US, Canada <strong>and</strong> Spain, among them, <strong>and</strong> many other allied partners,currently work to fulfill the agreements announced at the last NATO Lisbon Summit: map the transferof responsibilities to Afghan authorities from ISAF, although we are fully conscious, as our Presidentof Government has pointed out, that “the deadlines for the transfer are purely indicative, while theobjectives are unrenounceable.”On the piracy problem off Somali CoastsOn the other h<strong>and</strong>, Spain <strong>and</strong> the US support NATO’s engagement in this scenario, through theOCEAN SHIELD operation, in close coordination with the actions of other international actors.In particular, the EU is carrying out the ATALANTA operation in the region.
