Nearly the last forty years, innovation and the national innovation system<br />
concepts have been one of the most discussed and most studied concepts among the<br />
academic, business and political circles. So, it becomes vital that what this concepts<br />
mean for governments and how should governments evaluate this concepts.<br />
This study aims to examine the role of the governments in innovation<br />
activities as well as in national innovation system and how the government policies<br />
can positively affect innovation activities.<br />
With this respect, in this work, initially in the first chapter, the innovation and<br />
national innovation system concepts explained shortly and then, in the second<br />
chapter, theoretical foundations of the innovation policies examined. Later, in the<br />
third chapter, the types of policies kind of policies that have implemented by the<br />
governments are discussed. Input and output indicators that have been used for<br />
measurement of the success of the governments have been shown.<br />
At the end of the study, in the fourth chapter, innovation systems and policies<br />
of some major countries as well as European Union are evaluated in order to<br />
understand how governments can become efficient in this process with examples.<br />
General evaluations have been made in the conclusion section.<br />
