2.14 Applicants for Enrollment<br />

All children, U.S. citizens and all non-U.S. citizens (whether documented or undocumented), may be<br />

enrolled. Admission requirements are the same for all children, with the exception of students in<br />

homeless situations. Homeless students are not required to provide documentation normally required for<br />

school enrollment.<br />

Emergency situations at schools may require an expedited accountability of building occupants. All<br />

teachers shall be prepared to account for all students in their charge and be able to report the counts to the<br />

main office or campus administrator when requested. Should campus evacuation be required, teachers<br />

will need to provide a paper copy of their class daily attendance prior to boarding a bus.<br />

Exceptions<br />

A student not on campus at the time attendance is taken may be considered in attendance for<br />

Foundation School Program (ADA) purposes if the student (TEA absent reason codes):<br />

A. Is participating in a Board-approved activity under the direction of a member of the District’s<br />

professional staff, or adjunct staff member who has a bachelor’s degree and is eligible for<br />

participation in TRS. [See FM]<br />

B. Is participating in a mentorship approved by District personnel to serve as one or more of the<br />

advanced measures needed to complete the Advanced/Distinguished Achievement Program<br />

outlined in 19 Administrative Code Chapter 74.<br />

C. Is Medicaid-eligible and participating in the Early and Periodic Screening, Diagnosis, and<br />

Treatment Program. Such students may be excused for up to one day at any time without loss<br />

of ADA.<br />

D. Is observing religious holy days, including days of travel to or from a site where the student<br />

will observe holy days. A student who is observing holy days is allowed up to one day of<br />

excused travel for traveling to the site where the student will observe the holy days and up to<br />

one day of excused travel for traveling from that site.<br />
