TOPSOIL APPLICATION<br />

Graded areas should be scarified or otherwise loosened to a depth of 3 to 5 inches to permit bonding of<br />

the topsoil to the surface areas <strong>and</strong> to provide a roughened surface to prevent topsoil from sliding down<br />

slope.<br />

Topsoil should be uniformly distributed across the disturbed area to a depth of 4 to 8 inches minimum<br />

— 2 inches on fill outslopes. Spreading should be done in such a manner that sodding or seeding can<br />

proceed with a minimum of additional preparation or tillage. Irregularities in the surface resulting from<br />

topsoil placement should be corrected in order to prevent formation of depressions unless such<br />

depressions are part of the PCSM plan.<br />

Topsoil should not be placed while the topsoil or subsoil is in a frozen or muddy condition, when the<br />

subsoil is excessively wet, or in a condition that may otherwise be detrimental to proper grading <strong>and</strong><br />

seedbed preparation. Compacted soils should be scarified 6 to 12 inches along contour wherever<br />

possible prior to seeding.<br />

SEEDING - Seed mixtures appropriate for site conditions (e.g. soil pH <strong>and</strong> fertility, slope, available<br />

sunlight, anticipated use, etc.) should be specified. Tables 11.3, 11.4 <strong>and</strong> 11.5, adapted from the Penn<br />

State <strong>Erosion</strong> <strong>Control</strong> <strong>and</strong> Conservation Plantings on Noncropl<strong>and</strong> <strong>Manual</strong>, should be used for<br />

selection of species, seed specifications, mixtures, liming <strong>and</strong> fertilizing, time of seeding, <strong>and</strong> seeding<br />

methods. Specifications for these items may also be obtained from PennDOT’s Publication # 408,<br />

Section 804 or from the local conservation district. Other sources can be approved on a case-by-case<br />

basis. Upon selection of a reference, that reference should be used to provide all specifications for<br />

seeding, mulching, <strong>and</strong> soil amendments unless otherwise approved. Indicate the reference being<br />

used in the plan submittal. Seed mixtures that contain potentially invasive species or species that may<br />

be harmful to native plant communities should be avoided. St<strong>and</strong>ard E&S Worksheet #21 should be<br />

used to provide seeding, mulching <strong>and</strong> soil amendment specifications in the E&S plan. This<br />

information should be placed on one of the plan drawings.<br />
