Pollutant -----Any contaminant or other alteration of the physical, chemical, biological or radiological<br />

integrity of surface water which causes or has the potential to cause pollution as defined in<br />

section 1 of The Clean Streams Law (35 P.S. §§ 691.1—691.1001).<br />

Pollutant Loading -----The arithmetic product of the pollutant concentration <strong>and</strong> the runoff rate.<br />

<strong>Pollution</strong> -----Contamination of any surface waters such as will create or is likely to create a nuisance<br />

or to render such waters harmful, detrimental or injurious to public health, safety or welfare, or to<br />

domestic, municipal, commercial, industrial, agricultural, recreational, or other legitimate<br />

beneficial uses, or to livestock, wild animals, birds, fish or other aquatic life, including but not<br />

limited to such contamination by alteration of the physical, chemical or biological properties of<br />

such waters, or change in temperature, taste, color or odor thereof, or the discharge of any<br />

liquid, gaseous, radioactive, solid or other substances into such waters.<br />

Polyacrylamides (PAMs) -----Synthetic polymers with extensive water-retention <strong>and</strong> water-saving<br />

capabilities used to halt erosion <strong>and</strong> promote vegetative growth. The polymers are long-lasting,<br />

gel-forming, water-absorbing materials that can absorb more than 400 times their weight in<br />

distilled water.<br />

Polypropylene -----A synthetic — polymeric — material used in the making of geogrids, some compost<br />

socks, <strong>and</strong> other materials.<br />

Ponding -----St<strong>and</strong>ing water on soil in a closed depression.<br />

Pool Area -----The location for storing water upstream of an embankment.<br />

Pore Water -----See interstitial water.<br />

Porosity -----The ratio of pore space to total volume of soil or rock. These pore spaces might or might<br />

not be interconnected.<br />

Post Construction Stormwater -----Stormwater associated with a project site after the earth<br />

disturbance activity has been completed <strong>and</strong> the project site is permanently stabilized.<br />

Post Construction Stormwater Management Plan (PCSM Plan) -----A site specific plan identifying<br />

BMPs to manage stormwater runoff after construction activities have ended <strong>and</strong> the project site<br />

permanently stabilized to protect <strong>and</strong> maintain existing <strong>and</strong> designated uses. The PCSMP must<br />

contain a written narrative, including calculations or measurements, <strong>and</strong> justifications for each<br />

BMP. The BMPs should be designed to maximize infiltration technologies, minimize point<br />

source discharges to surface waters, preserve the integrity of stream channels, <strong>and</strong> protect the<br />

physical, biological <strong>and</strong> chemical qualities of the receiving water.<br />

Potable Water Supply -----1. Water that is drinkable; water that meets the st<strong>and</strong>ards in quality as<br />

established in the U.S. EPA’s Drinking Water St<strong>and</strong>ards. 2. A water supply that is used as<br />

public drinking water.<br />

Potential <strong>Sediment</strong> <strong>Pollution</strong> -----Site conditions, such as a failure to install or maintain BMPs<br />

specified in the E&S Plan that if not corrected, could result in sediment pollution to surface<br />

waters if a design storm occurs.<br />

PPC Plan ----- Preparedness, Prevention <strong>and</strong> Contingency Plan - A written plan that identifies an<br />

emergency response program, material <strong>and</strong> waste inventory, spill <strong>and</strong> leak prevention <strong>and</strong><br />

response, inspection program, housekeeping program, security <strong>and</strong> external factors, <strong>and</strong> that is<br />

developed <strong>and</strong> implemented at the construction site to control potential discharges of pollutants<br />

other than sediment into waters of this Commonwealth.<br />

Pre-construction Meeting -----A meeting held prior to initial disturbance on a construction site<br />

between the operator(s) <strong>and</strong> all interested agencies to facilitate communication between all<br />

parties.<br />

Preparedness, Prevention <strong>and</strong> Contingency Plan (PPC Plan) -----A written plan that identifies an<br />

emergency response program, material <strong>and</strong> waste inventory, spill <strong>and</strong> leak prevention <strong>and</strong><br />

response, inspection program, housekeeping program, security <strong>and</strong> external factors, developed<br />

<strong>and</strong> implemented at the construction site to control potential discharges of pollutants other than<br />

sediment into waters of this Commonwealth. Potential pollutants at construction activities can<br />

include, but are not limited to pesticides, fertilizers, lime, petrochemicals, construction-related<br />

chemicals <strong>and</strong> solvents, wastewater, wash water, core drilling wastewater, cement, sanitary<br />

wastes or hazardous wastes.<br />

Previous L<strong>and</strong> Uses -----The actual l<strong>and</strong> use(s) of an area of l<strong>and</strong> for the past 50 years, or longer if<br />

known. Note: This is not just the zoning of the l<strong>and</strong>.<br />
